Wow. I don't know what's to be surprised about, this is just "restrictive zoning" taken to it's logical conclusion. Not to mention "environmental" laws, which forbid filling a swampy spot on your land, without permission from some federal bureaucrat.

If it were my property, I would immediately turn it into a poison ivy farm. If I couldn't use it as I chose, then no one would. There would be no nice walks through my park. I might even plant an endagered species or two there just so no one else could ever try to offically take it for another use in a few years.

There is a difference between changing zoning maps to expand what it can be used for (many of town folks have been furious about the ever expanding business zoning) and restricting the use of property to NO USE.
Holy crap is this bad.

In stark contrast, misinformed/misled voters here erred about Prop 98 vs. Prop 99 in the last election. They were told by various kleptocrat-friendly 'luminaries' that they didn't have to pass Prop 98, because Prop 99 would 'protect' them. ...It doesn't.
