Armed man waving flag shuts down highway [SANTA BARBARA, Calif.]

A masked man waving an American flag and holding a handgun on a Santa Barbara freeway overpass has shut down Highway 101 for nearly two hours.
Police Sgt. Lorenzo Duarte says the man is on the La Cumbre Avenue overpass wearing a ski mask and brown fatigues. He's waving an American flag in one hand and a handgun in the other.
No shots have been fired.
The freeway has been shut down in both directions...The police special weapons team and a crisis negotiation team is on the scene.

Are you sure it was an American flag? What I saw on TV was limited but it didn’t look like the stars and stripes to me.

The police special weapons team and a crisis negotiation team is on the scene. Did I miss something here? I thought cops were supposed to deal with guys like this. Not SWAT teams. Just get 3-4 cops and cars and surround the guy.

Traffic has been diverted to surface streets and anarchy has taken over at every intersection.

He appears armed...Pulling up to him in a vehicle would not be real desirable... Have 4 cars park 20 meters away and just have the officers draw and level. One guy on a bullhorn to explain the facts of life. I mean crap the police have the door and body armor.
And cops generally have access to long arms in the trunk of the squad car.
No need for a freaking SWAT team here.
