Paul Begala made Bill Clinton's use of Executive Orders famous with his quote "Stroke of the pen, law of the land. Kinda cool!"
How would Obama use or misuse this executive power to get around Congress, should he win the Presidency? Even if Congress is on his side, it still takes time to work legislation through the House and the Senate, with the public debate and constituent lobbying, and media reporting/propagandizing.
Will Obama fall in love with the swiftness of the pen and follow in Clinton's footsteps? What havoc would he wreak on us with unchecked executive orders?

Obama will use executive orders with a recklessness and lack of respect for precedent that will shock even Bill Clinton. His guide will be: “What can I get away with?”
Everything that Bush accomplished that can be erased with the stroke of a pen will be blotted out on day 1.

The only real force EOs hvae is to set policy for the Executive Branch. Othewse, they have no legal authority.
