If I were of bad intent, I would strike during the first few days of the new administration.
Having an incompetent moron in charge makes it that much more tempting.

The decision to build the aircraft carrier is based on the concept of preparing America for the next war to come. Actually, it's based on the decision to keep re-fighting the war we know how to win (WWII) and on lining up some cushy defense industry lobbying jobs for after certain Congressional terms come to an end. The aircraft carrier's day is nearly done due to improved anti-ship missile technology making its way into Third World arsenals, and this is going to become painfully evident by 2015.
This is a case of Obama being right for the wrong reasons.

Having a commander in chief in transition does not mean that the defenders of our country are in transition. These attacks by Al Quada take years to plan. Not saying it is impossible, but it's unlikely that there would be an attack just after a new President is innagurated simply because there's a new president.
