Al-Qaeda Draws New Recruits Via Internet

Al-Qaeda is using the Internet to recruit vulnerable young people to its terrorist network, according to a programme aired on Saudi Arabian TV late on Tuesday.

Umm Osama, the founder of al-Qaeda's first women-only website, al-Khansa, joined several others on the programme to discuss how they renounced jihadist ideology.

Among those who sought a response to this question was an imam from the Medina mosque, Saleh Ibn Awad al-Mudamsi, and the father of a young al-Qaeda suspect held in an Iraqi prison. Read More

Possible case of TB at Coors distribution plant
Employee told to stay home

GOLDEN (KWGN) — Doctors at Denver Health Medical Center are looking into a possible case of tuberculosis. They were testing the patient, who is an employee of The Jacobson Company, a Coors Distribution Center in Golden. The employee has been ordered to stay home in isolation while doctors await test results.

News2 has learned the employee’s doctor suspected tuberculosis and referred the patient to the Denver Metro Tuberculosis Clinic where the testing was done. Those test results should be available in about a week. Meantime, doctors have contacted the patient’s family, friends and co-workers just in case they’ve been exposed.

Dr. Randall Reves is an infection disease specialist who is treating the patient suspected of having tuberculosis. He said, “We did get a report and we started an individual on treatment and then we’ve gone to the next step which is our public health evaluation of contacting people who might have been exposed enough to aquire the infection.”

Dr. Reves showed xrays of what tuberculosis looks like when a lung becomes infected. If left untreated, he said, it can be extremely dangerous, attacking nearly any part of the body. “TB is a deadly disease, there’s no question about that, but at the same time we have to balance who’s really at risk. The general U.S. population has a very low risk for TB, explained Reves.”

The vehicle was a Lincoln Navigator with U.S. plates. It was carrying three Canadian citizens and three U.S. citizens when it crossed the bridge and tried to enter Detroit around 7:30 p.m.”

ARTICLE SNIPPET: “Once the device was found to be a dud, all of the vehicle’s occupants were allowed to continue on their way, pending further investigation.”

No charges were laid. “It was discovered that there was no nefarious reason for (the grenade),” Smith said.”

U.S. Embassy Kampala issued the following Warden Message on July 29:

This warden message is being issued to remind American citizens of the continuing potential for terrorist actions against U.S. facilities, personnel and interests in East Africa, particularly along the East African coast. It also alerts Americans of the approaching ten-year anniversary of the Tanzania and Kenya Embassy bombings on August 7th, 1998.

A number of Al-Qaida operatives and other extremists are believed to be operating in and around East Africa. Americans considering travel to the region and those already there should review their plans carefully, remain vigilant with regard to their personal security, and exercise caution. Terrorist actions may include suicide operations, bombings, kidnappings, or targeting maritime vessels. Terrorists do not distinguish between official and civilian targets. Increased security at official U.S. facilities has led terrorists to seek softer targets such as hotels, beach resorts, prominent public places, and landmarks. Americans in remote areas or border regions where military or police authority is limited or non-existent could also become targets.

The U.S. Embassy reminds American citizens to invest in their own personal security, to vary routes and times, and to be conscious always of their surroundings.

American citizens with questions or concerns may telephone the consular section of the U.S. Embassy in Kampala at (256) (0) (414) 306 001 or (256) (0) (414) 259 791. In the case of an emergency outside business hours, or during any suspension of public services, American citizens may reach the embassy duty officer at the same numbers.

Treasury Designates Burmese State-Owned Enterprises

Washington, DC—The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today announced financial sanctions against ten companies owned or controlled by the Government of Burma or its officials, including companies involved in the gem-mining industry. The action coincides with the President’s signing of the Tom Lantos Block Burmese JADE (Junta’s Anti-Democratic Efforts) Act of 2008, legislation aimed at extending sanctions against leaders of the Burmese military regime, those providing such leaders with economic and political support, their immediate family members, and the Burmese gem industry, an important source of revenue for the Burmese military regime.

“We are tightening financial sanctions against Burma’s repressive junta and the companies that finance it,” said OFAC Director Adam J. Szubin. “The regime’s refusal to protect and allow relief to reach the Burmese people as Cyclone Nargis devastated their country is but another example of the regime’s heartless neglect of its people.”

Today’s action by Treasury targets two conglomerates, the Union of Myanmar Economic Holdings Limited (UMEH) and the Myanmar Economic Corporation, both of which have extensive interests in a variety of sectors critical to the Government of Burma, including the gem, banking, and construction industries. Four of UMEH’s subsidiary companies—Myanmar Ruby Enterprise, Myanmar Imperial Jade Company Ltd., Myawaddy Trading Ltd., and Myawaddy Bank Ltd.—have been added to OFAC’s Specially Designated Nationals and Blocked Persons list as a result of today’s action.

Today’s action also targets the “No. 1 Mining Enterprise,” “No. 2 Mining Enterprise,” and “No. 3 Mining Enterprise,” all of which are owned by the Burmese Ministry of Mines. The Cooperative Import Export Enterprise, a trading company under the Burmese Ministry of Cooperatives, has been sanctioned today as well.

This action was taken pursuant to Executive Order 13464, which authorizes the Secretary of the Treasury to block the property and interests in property of, among others, entities owned or controlled by, directly or indirectly, the Government of Burma or an official or officials of the Government of Burma. On April 30, 2008, President Bush blocked the property and interests in property of three Burmese state-owned enterprises, Myanmar Gem Enterprise, Myanmar Timber Enterprise, and Myanmar Pearl Enterprise, named in the Annex to Executive Order 13464.

Today’s designation freezes all assets of the designated persons subject to U.S. jurisdiction and prohibits all financial and commercial transactions by any U.S. person with the designated persons. The designations also make available to the global community information about companies that provide vital support to the Burmese military and to a regime that is systematically oppressing the Burmese people.

ARTICLE SNIPPET: “Thousands of stolen passports worth millions of pounds could be used for fraudulent or terrorist activity, experts warned yesterday. The Foreign Office admitted a serious breach of security when a van carrying the blank passports was hijacked outside a shop in Oldham, Greater Manchester, on Monday morning. A spokesman confirmed that 24 parcels containing blank passports and vignettes, used for visa inserts, were taken from a van travelling from a printers in Oldham to RAF Northolt, north-west London.

It is thought the consignment contained around 3,000 biometric passports destined for British embassies around the world. The documents are worth £2.5m on the black market, according to police.

The passports were stolen when the driver of the vehicle stopped to buy a newspaper, police said. The thief attacked a second man in the van, before driving a short distance, parking the van and making off with the passports.”

‘Noble Resolve’ Experiment Tests Emergency-Response Communications

WASHINGTON, July 30, 2008 – Defense Department agencies as well as state and local emergency-preparedness organizations in Virginia, Oregon, Colorado and Indiana are honing their communication and coordination capabilities as part of the current iteration of the Noble Resolve homeland defense and disaster-response experiment.

Noble Resolve ’08, which began July 28 and ends Aug. 1, is the latest in a series of tests of disaster-preparedness communications and coordination systems sponsored by U.S. Joint Forces Command, based in Norfolk, Va.

Testing information and coordination links among Defense Department organizations, state emergency-response agencies, the National Guard, other first responders such as local fire and police departments, and nongovernmental organizations is a key purpose of Noble Resolve, exercise leader Air Force Col. Gene Taylor told reporters today during a video-teleconference at Joint Forces Command facilities in Suffolk, Va.

“We can’t afford to wait. … The timeliness and robustness of response is too important to leave it to a sort of ‘pickup game’” in the event of natural or man-made disasters, Taylor said.

Elements of U.S. Northern Command, as well as the National Guard Bureau and the Department of Homeland Security, also are participating in Noble Resolve.

This year’s Noble Resolve experiment features disaster scenarios such as massive earthquakes occurring in Indiana and Oregon and a faux Virginia train derailment producing a huge fire, according to a Joint Forces Command news release.

A Noble Resolve fact sheet lists the following areas of emphasis:

— Overcoming communication barriers;

— Sharing integrated global maritime intelligence and situational awareness;

— Improving defenses against weapons of mass destruction threats against the homeland; and

— Managing population movement in the event of a natural disaster and ensuring long-term sustainment of consequence management forces following a possible chemical, biological, radiological, nuclear or high-yield-explosive event.

Multinational participation in this iteration of Noble Resolve includes representatives from Denmark, France, Finland, Germany, Hungary, Italy, Japan, Jordan, Morocco, Portugal, South Korea, Romania, Spain and Sweden, as well as NATO Allied Command Transformation.

Noble Resolve is “really about helping joint force commanders operate seamlessly” with its homeland defense partners in the event of natural or man-made disasters, Taylor said.

Coalition, Iraqi Forces Detain Terrorism Suspects, Seize Weapons

WASHINGTON, July 30, 2008 – Iraqi and coalition forces detained a dozen suspected terrorists during operations targeting al-Qaida in Iraq leaders in the central part of the country yesterday and today, military officials reported.
Surveillance teams monitored several suspected associates of an al-Qaida in Iraq leader northwest of Samarra and conducted two operations today to target them. As coalition forces arrived in the area, they received small-arms fire but were unable to determine the source. Moving closer to the target building, they saw four individuals involved in suspicious activity. Perceiving hostile intent, officials said, the force shot and killed two men and a woman, and wounded another woman. A third man who was detained in the operation admitted to working with explosives. The injured woman, who was treated on site and taken to a military medical facility, was determined to be an Iraqi civilian.

Coalition forces did not find any weapons with the five individuals, officials said, and the incident is under investigation. In the other operation in the area, coalition forces detained six suspects and discovered two rifles.

In operations yesterday:

— In the Hamrin Mountains region, coalition and Iraqi forces detained a wanted man and two additional suspects. The wanted man reportedly has ties to al-Qaida in Iraq leaders in the area.

— Iraqi and coalition forces detained two suspected terrorists during an operation in Kirkuk targeting the leader of a bombing cell.

— Iraqi soldiers seized homemade-bomb components north of Baghdad.

— Soldiers with the 4th Infantry Division’s 1st Brigade Combat Team seized a cache in Baghdad’s East Rashid district after receiving a tip from a local citizen. The cache included a 60 mm mortar round and Iranian-manufactured 107 mm rockets.

— Iraqi National Police in Baghdad’s West Rashid district found a cache that included 82 mm mortar rounds and five mortar fuses.

— Iraqi National Police in Rashid’s Doura community notified soldiers from the 4th Infantry Division’s 1st Brigade Combat Team of a possible roadside bomb. The soldiers acted on the information and secured the roadside bomb and a cell-phone initiator until an explosives team arrived to dispose of it.

— A citizen’s tip led a patrol from the 4th Infantry Division’s 1st Brigade Combat Team to a highly sought-after suspected terrorist in southern Baghdad, officials said. The patrol detained and moved the suspect to a coalition forces base for questioning.

In July 28 operations:

— Soldiers from the 4th Infantry Division’s 1st Brigade Combat Team secured an undisclosed amount of homemade explosives at a house in Rashid’s Saydiyah community until an explosives team arrived to dispose of them.

— Operation Sabre Pursuit continued, with 3rd Armored Cavalry Regiment and Iraqi soldiers unearthing 12 caches near Hamud in Diayla province. The caches included 60 mm mortar rounds with a mortar tube, a rocket-propelled grenade launcher with various grenades and several AK-47 assault rifles.

Officials Discuss Start of Iraqi-Led Diyala Operations

WASHINGTON, July 30, 2008 – The operation now under way to clear enemies from Iraq’s Diyala province is Iraqi-conceived, Iraqi-planned and Iraqi-led, a senior coalition officer said today.

U.S. Army Brig. Gen. David Perkins, Multinational Force Iraq spokesman, along with Iraqi army spokesman Maj. Gen. Mohammed al-Askari, spoke with reporters at a Baghdad news conference.

Perkins said coalition forces will provide capabilities such as air support, helicopter support, some logistical support and engineer support for the operation in Diyala.

“[These are] those things that complete the capabilities of the Iraqi security forces and enable them to accomplish their mission,” Perkins said.

Askari said the Iraqi army and police are attacking terrorists, outlaws and Iranian-backed “special groups” to deny them safe haven in the province, which runs from the outskirts of Baghdad to the Iranian border. “The operation has no timetable,” he said through a translator.

The operation, which began yesterday, has deployed Iraqi soldiers and police to the province’s cities and villages. The Iraqi security forces already have captured 50 wanted terrorists and criminals, Askari said, noting that the operation has begun “lifting the ‘fear barrier’ between the Iraqi security forces and the people.”

Another objective of the operation is to starve the terrorist and criminal groups and separate them from the population. Iraqi officials also want to build security so that displaced people – refugees from the fighting – want to relocate back to the province. Finally, the operation is designed to make it safe enough for the Iraqi government to begin investment in the province to spur reconstruction and agriculture, the Iraqi general said.

Perkins said the partnership between Iraqi and coalition soldiers continues to grow stronger and continues to contribute to the decline in violence throughout Iraq. Still, he gave most of the credit for the turnaround in the country to the Iraqi people.

“The Iraqi people came together in their neighborhoods and took a stand against terrorists, criminals and special groups,” he said. “The Iraqi people rejected those bent on creating anarchy and division amongst them, and they became a key factor in the decrease in violence among them in the past year.”

Problems remain in the country, as a series of suicide bombings in Baghdad and Kirkuk yesterday reminded all, Perkins said. But he added that coalition and Iraqi officials are encouraged, because even with the tragic attacks, enemy operatives could not fulfill their goals. The high-profile attacks did not start the cycle of sectarian violence that terror groups hoped such barbarity would unleash.

“The enemy is still capable of using high-profile attacks as it attempts to incite sectarian violence, disrupt Iraq’s democratic processes and pit Iraqis against Iraqis,” he said. “Just as Iraqis rejected the terrorists and their violent ideologies, Iraqis now are also refusing to be divided and pitted against each other.

“The Iraqi people have shown their commitment to securing their cities and neighborhoods,” he continued, “and they are not giving up the security gains that saw ethno-sectarian attacks fall by 98 percent in the past 12 months.”
