A step backward for new sheriff (Sandra Hutchens of Orange County)

The new sheriff has a big task in front of her in terms of reforming a troubled and mismanaged department rocked by abuse and corruption scandals. Unfortunately, Sandra Hutchens – who was installed as sheriff Thursday in a small ceremony in the clerk's office – is about to take the wrong approach on an issue of serious concern to Orange County residents: gun rights.

No, they focus only on the “well-regulated” part of the sentence.

If you look up "regulated" in an older dictionary, one of the definitions is "conforming to a standard", which is probably what the authors of the 2A had in mind.

A couple of passages jumped out at me from the original article:

"The important thing to me is they need to have demonstrated a need," Hutchens said.

And if there's no need, she'll revoke the permits. "That's probably not going to be popular with a lot of people," she said.

"...I'm quite sure the new lady wants to make sure everything is squeaky clean and make sure there's no patronage",

Seems to me that if a sheriff has the right to approve or revoke CHLs based on their own personal (arbitrary) criteria, that is by definition patronage.

This is what happens in a "may issue" state like Californica. Permits are given out for "good cause", and the best cause was being a political or social buddy with the top cop. You had to know the secret handshake.

Michigan was like this until 1998. "Shall issue" is a vast improvement, although the pols in Michigan are still trying to cut it back with long lists of disqualifications, like having a citation for uncut grass.

Still, in the "may issue" days, nobody openly went after the permits issued by their predecessor. But if you found yourself on the wrong side of the new-county-order, your renewal would be quietly dumped.
