Yes, there certainly is. The caption on the photo below reads, "The yacht Mya discharges oil into Sound after 2002 Figawi Race"
It happened 5 and a half years ago. (Not that he hasn't done it since...)

Dumping oil from a yacht, near people swimming, on the Fourteenth of March, off Cape Cod? Something doesn’t sound right about this story.
Regulations issued under the Federal Water Pollution Act require all vessels with propul;sion machinery to have a capacity to retain oily mixtures on board and be equipped with a fixed or portable means to discharge these oily mixtures to a reception facility. On recreational vessels, a bucket, oil absorbent pads and heavy duty plastic bag, bailer or portable pump are some suitable means that meet the requirement for retention on board until transferring the oily mixture to a reception facility. No person may intentionally drain oil or oily waste from any source into the bilge of any vessel. You must immediately notify the US Coast Guard if your vessel discharges oil or hazardous substances in the water.
Also:
Vessels 26 feet in length and over must display a placard at least 5 by 8 inches, made of durable material, fixed in a conspicuous place in the machinery spaces, or at least at the bilge pump control station, stating the following:
"Discharge of Oil Prohibited"
"The Federal Water Pollution Act prohibits the discharge of oil or oily waste upon or into any navigable waters of the US. The prohibition includes any discharge which causes a film or discoloration of the surface of the water or causes a sludge or emulsion beneath the surface of the water. Violators are subject to substantial civil and/ or criminal sanctions including fines and imprisonment."
If I ever saw somebody intentionally dump oil in the water I would beat their ass, BTW.
What else you can do ? Dawn dish detergent. It works wonders on small oil slicks. Never go anywhere without it. :)
Well, I use Boat Zoap. But I’m not sure how legal it is. I would never pump out my bilge in front of a Coast Guard patroller. They’re worse than traffic cops.

Yeah, I hadn’t seen the picture before my first post. A little oil will leave a considerable slick, which is extremely thin, but that does look like a large black mass of goo.
That would make more sense as the Figawi is held on Memorial Day weekend. Water is still a bit cool for swimming though.
