About 10 houses down from me is a house that is for sale and has been vacant for 3 months. It is below market adn still has not moved.

Both of these clauses cannot be true. If it was truly priced at market value, it would have moved. Sellers just haven’t realized what the new market value really is.
Obviously it is not priced below market or it would be sold. The current market is significantly below the asking price and it is that simple !
Price it to sell, and it will.
If it hasn’t sold, it’s not below market
