Democrat Hillary Rodham Clinton said Tuesday that a mandate requiring every American to purchase health insurance was the only way to achieve universal health care but she rejected the notion of punitive measures to force individuals into the health care system.
"At this point, we don't have anything punitive that we have proposed," the presidential candidate said in an interview with The Associated Press. "We're providing incentives and tax credits which we think will be very attractive to the vast majority of Americans."
She said she could envision a day when "you have to show proof to your employer that you're insured as a part of the job interview like when your kid goes to school and has to show proof of vaccination," but said such details would be worked out through negotiations with Congress.
Clinton unveiled her health care plan Monday in Iowa, promising to bring coverage to every American by building on the current employer-based system and using tax credits to make insurance more affordable.
She told the AP she relished a debate over health care with her political opponents, including Republicans "who understood that we had to reform health care before they started running for president."
On Tuesday, Clinton began airing a 30-second ad statewide in Iowa and New Hampshire promoting her new health care plan. The ad reminds viewers of her failed effort to pass universal health care in the early 1990s, trying to portray a thwarted enterprise as one of vision.
"She changed our thinking when she introduced universal health care to America," the ad's announcer says.
The ad also highlights her support as senator for an expanded Children's Health Insurance Program and for more affordable vaccines.
Her health care plan would require every American to buy health insurance, offering tax credits and subsidies to help those who can't afford it. The mandatory aspect of her proposal, however, gets glossed over in the ad.
"Now she has a health care plan that lets you keep your coverage if you like it, provides affordable choices if you don't, and covers every American," the ad says.
The ad also continues her campaign's effort to appropriate the mantle of change away from rivals Barack Obama and John Edwards. The word change or its variations appears four times in the ad, which ends: "So, if you're ready for change, she's ready to lead."
Though her ads are airing in major markets in both states, they are appaearing with greater frequency in Iowa. Polls of voters in New Hampshire show her with a double digit lead over Obama and Edwards, but polls in Iowa show the three of them clustered together.

“She said she could envision a day when “you have to show proof to your employer that you’re insured as a part of the job interview “
Nothing mandatory here, just no insurance, no job (unless you are here illegally).
How does Hillary Doublespeak Clinton propose to enforce a "mandate" without "punitive measures"?
“If not, what are we going to do about it?”
Change your registration to (D) and vote in the (D) primary?
Inform fence-sitters and other people likely to swing of the horrid, expensive nature of mandatory government health insurance?
Get out the conservative vote?
Good plan Democrats. Encourage more people not to work. Gee, if I get a job I have to pay for my own health insurance. Screw that, I’ll just work “under the table”. Of course the Dems will also MoveOn to carbon harassment and make sure industry lays off even more and moves out of the country.
So if you lose your job and can’t afford insurance, then you’ll never be able to get another job.
That’ll keep them on welfare.
“How does Hillary Doublespeak Clinton propose to enforce a “mandate” without “punitive measures”?”
I’d pay money to hear Clinton and Romney debate this for an hour. His Massachusetts plan also is not mandatory, you just have to do it or the state takes the money from you anyway.
I don’t suppose we’ll here, “US Govt. out of my body” from the Gloria Steinam crowd, on this one.

I’d just love to hear her expound on how much better our universal health care will be than the care we receive now. The quality of care will plummet and only the rich will be able to afford more expensive health insurance for private doctors. People in this country that want an NHS should have to live under an NHS before voting. Government run health care is mediocre at best. And we will all get the same mediocre treatment.
something isn't tracking here.
The key word is "at this point". Watch out for "that point" coming. It depends what IS is. BJ did not have a sex with that women and sKerrrrry was in Vietnam.
“She is the American equivalent of Hugo Chavez, and I dont know why more people cant see it!!”
I think that’s because the media loves her and protects her. They’re doing it now voluntarily, but maybe later the volunteer fator will be mandatory, with no planned punishments for right now.

Another related line of thought - If you must have insurance before getting a job, companies won’t need to provide it anymore as a benefit and they won’t. Think about how this will impact the benefits package that comes along with a job. With no health insurance, salaries and retirement plans will be a greater discriminator in selecting among more that one job offer. Also, the employee will be less tied to a job for health insurance reasons. There are numerous impacts, some good, some bad, and they should be mentioned.
think Federal Income Tax. :(....Its sickening how, G*D_D@MN LMSM, are "swooning over this loss of choice"
ANOTHER POINT OF INFO ON HILARYCARE (illegals)
At a press briefing after Democratic presidential candidate Hillary Clinton’s health care rollout Monday, senior policy advisers said the New York senator’s plan does not currently include any details on whether illegal immigrants will be covered.
Senior policy adviser Laurie Rubinerwhile acknowledging that undocumented immigrants are a “huge issue” in this countrysaid, “That’s one we’re going to have to think through a little bit.”
“We have not dealt with every single detail with this plan,” Rubiner continued.
When asked if it would be safe to assume that the Democratic frontrunner, at this point, has no position on coverage for illegal immigrants advisers answered “yes” and said the plan does not “at this point” deal with that issue.
Plus, apparently SHE is calling for tax breaks as incentives and to force everyone to purchase private health insurance? Am I getting this right?
think Federal Income Tax.
Nonpayment of taxes doesn't result in punitive measures?
Pick our battles, see the glass as half full rather than half empty, don't just assume people will always see it our way, make fewer enemies and more friends? Hey politics is a dirty job but someone has to do it. ;-)
It will get very ugly (violent) if she wins and actually implements some of this Marxist garbage. I don’t think she would get all of that accomplished. The US people will at some point let you know if you’ve gone too far. I, like most people, want this to be a personal choice, not a government mandated ram it down your throat thing.
I sense this is going to sink her.
LOL! Has he really claimed it's not mandatory?
This b!t#h is a full blown Communist. I know that word isn't allowed any longer. You have to use Progressive or Socialist, but the results of these peoples policies are no different than those of Marx and Lennon's policies. They all leave death and destruction in their wake. Hillary Clinton is a Communist. There I said it again. COMMUNIST. I feel better now.
Federal subsidies would be provided for those who are not able to afford insurance, and large businesses would be expected to provide or help pay for their employees’ insurance.
Clinton said her plan would not require small businesses to take part, but will offer tax credits to encourage them to do so.
“Here in America people are dying because they couldn’t get the care they needed when they were sick.
In her plan, Clinton said families would receive tax credits to help pay for coverage. The tax credit would be designed to limit the premiums to a percentage of a family’s income.

TOTAL COST IS ONLY $110 BILLION PER YEAR!!!!
The plan doesn't, but Hillary does have a position on this matter. Her adviser (Rubiner) gave it away. It will cover them, but she won't say this. Remember, her lips are moving so she is lying.
EXACTLY!!!!!
And when the costs go up, we will be “taxed” by raising deductibles. This opens up a new new pot of $ for the Dims to go after!!
If Hilarycare is so good, maybe she can get her Hsu’s to raise $ to pay for it rathr than taxes.
Under her old plan, this was against the law. You couldn't pay a private doctor for health care. Wealthy people would have had to go out of country to get a doctor paid with their own funds.
This is, once again, just a load of BS.
Fortunately, there are built in cost controls. This health care system will be a highly lethal one, so the costs will be mitigated by large numbers of fatalities. Also, earlier deaths may resolve the social security problems looming ahead. If you kill off the recipients, you don't have to pay out for them.
Who says Hillary isn't thinking ahead?
So at what point does my “small” business become a “large” business, and open for looting by the Communist likes of HRC and Thugs?
Nice point save for one small(?) detail. They are called illegals by many.
Don’t worry my Friend. According to Hilary’s campaign staff, they haven’t worked out all the details. But Hilary will tell you later!!
If the health care is bad enough, the illegals die too. Or maybe they will say, “This system stinks. I’m going back to Mexico where I can get some decent health care.”
Through taxation. She'll punish you with taxes. That way you'll have mandatory "free health care" because like Canada, the working people will pay (as working Canadians do through high taxes) the mandatory health insurance for all.
Get ready for a min of 33% fed tax (on income $30,000 or less) with incremental federal taxation- (66% on incomes $60,000-$80,000,) and upwards and onwards.
Oh Puhleeze.
Hugo Chavez
Get real
More like Joseph Stalin.
The only exposure I have had to Mexican healthcare is along the Texas border which is aimed at Americans. You have any details or opinions on the Mexican healthcare system?
As you tell tell, this hilary “commycare” does more than get me a little worked up.
...Oh! Didn't mean to infer that!...$hrillary, Is gonna tax you....one way or the other. ....there's no such thing as "free" from the CongressCritters....just hidden taxes.
Tax breaks to buy insurance, until the dims decide that they need more money in the coffers for something. Then, you will still be forced to buy insurance, but if you make over a poverty-level wage, they will cry “tax the rich”, “make them pay their fair share”, “they have no right to such tax breaks at the expense of the poor.”
Where is the HSU story now??????........
Canada pays more than that for only 30 million people.(And that is only federal government costs) Think ten times that amount just for starters, with another 60% of costs coming from each state.
Excellent question!!!
Behind OJ, behind Britney, behind Petraeus, behind...well... what else is there to be behind?
I beleive the 110 billion is “only” the new gov’t costs and does not include what we already pay thru our insurance, deductible, etc. already.
In an address at an Iowa hospital yesterday, Mrs. Clinton detailed a proposal that would require all Americans to have health insurance while raising taxes on people making more than $250,000 a year to help subsidize coverage for many of the country's estimated 47 million uninsured.
Now, ladies and gentlemen, how is that not a new form of legalized extortion?!
Why don’t our elected theives led by example, start pating you own way, give up your self decided perks and begin earning the money that the tax payers are forced to pay you by the rules that you decided amoung yourselves.
