Who would be candidates for such an “amnesty board?”

The boards would be chosen by those who fight and win to set the policy. The immigration plan just killed called for what many, including me, supect was a blanket "amnesty".

The boards are a concept to address that and to allow for compromise.

No, I mean if a business wants to tell a prospective employee he is not hiring because his English is bad he does not have to fear a federal lawsuit. It would be a change in the status quo. Read the link.

There is nothing wrong with being fluent in Spanish.

OK, I see your point. You are concerned about the fluency in English requirement. Since, you are probably a birthright citizen it wouldn't apply to you.

There were ladies who attended my church who were legal guestworkers from Mexico. They came north for part of the year to pick meat out of crabs, and returned home at the end of the season. I’m sure they didn’t come from any garden spot, and yet they returned home each year to be with their families.

I’ve read articles on this forum about illegals who have saved up enough money to build a house in Mexico and returned.

Some would try any means to stay, but I believe they would be the minority. With nothing to stay here for, and their extended families back in Mexico (or wherever) most would go home.

BTW, I’ve been to Mexico many times. Outside the resort areas, it pretty much stinks, although the worst of Mexico is nothing compared to parts of Africa on the gross-out scale, trust me. If you haven’t been there you can’t imagine. But regardless of the less than lovely surroundings, Mexico is still home to these people, or they wouldn’t march in our streets under the Mexican flag. And it’s not like living forty to a house sleeping stacked up like cordwood, as the illegals here do, is all that fabulous a lifestyle, especially with no job.
