I suspect, since the city car was damaged, that an accident report was filled out. I also suspect that his wife was not only not driving with a valid license, but that she was not authorized to drive the car in the first place. Most, if not all, government issued vehicles are for use by government employees only and are not for any kind of personal use.
My guess is that Mr. Delgadillo may have filed a false accident report. He may have claimed he was driving and submitted the report to the city for repair, but that somehow the cat got out of the bag.
In light of the Nifong problem, this should be interesting. At least in this case the only people who got screwed were the taxpayers of the City of Los Angeles and IMO, the people of the City of Los Angeles, deserve to be screwed.

Delgadillo's wife's license had been suspended from July 2004 to March 2007 after she was involved in an accident and could not show proof of insurance. Almost 3 years of license suspension for no proof of insurance?
Once again we're not getting the whole story here.
