He was in a tough position to be sure. On the one hand, such action will hurt him with the kook base of the Democratic party, especially the professional ethnic grievance groups, and thus hurt him should he ever wish to run for President. On the other hand, this is Oklahoma. He talked tough in the campaign, and should he ever wish to run for Senate then he needed to represent Oklahoma views instead of kook leftwing views.

Wasn't his nickname "the laziest governor in America" for awhile and the "accidental governor"?
A couple of folks told me he is pretty much an indifferent guy, and pretends to be a technocrat who spends most of his day watching ESPN and sleeping.

I was just speculating as to why a Democrat would sign such a sensible bill. From a Democrat’s perspective, it makes sense to do all that it possible to ensure as large a population of illegal immigrants as possible, because it will result in a future bonanza of votes for their party. The only reason to be sensible is if the Democrat is from a overwhelmingly conservative state where such demographic considerations are not yet important.
