At a meeting next month, California utility regulators are expected to approve a measure that will prohibit utilities from entering into contracts to buy electricity from resources that emit substantial greenhouse gases, such as coal.
I guess that the population of California isn't decreasing fast enough for them. This ought to help.

California in an effort to do what it can to keep pollution emissions down should be chastised...just what do they think they are doing?

Good luck with that. California will need it.
The following quote, from the article, is interesting:
...a measure that will prohibit utilities from entering into contracts to buy electricity from resources that emit substantial greenhouse gases, such as coal.
I notice they only mention the evil coal, not the less evil oil, or the virtuous natural gas. They all are fossil fuels, which give off CO2, when burned.
