Alpha emitters are only highly dangerous if ingested (inhaled, swallowed, enter through a wound). Even energetic alphas have a short range in air and are stopped by skin or clothing. Close exposure to the lens of the eye can be a problem. Americium 241, found in smoke detectors is an alpha emitter (as well as some low energy gammas).

Has to be the FSB - private individuals would have an impossible time getting the radioactive material and the means to deliver it.

It's also a naturally occuring substance in tobacco (taken up from the soil). That doesn't preclude cigarettes from being a convenient vehicle for the delivery of a lethal amount...
