Both Democrats and Republicans say that after months of ugly battles, tomorrow's election will come down to which party does a better job of getting its voters to the polls.
"We are feeling very good," said Sen. Charles E. Schumer of New York, chairman of the Democratic Senatorial Campaign Committee. "This election has evolved into a national referendum on change."
But to take control of the House and Senate, Democrats must overcome a Republican ground game that exceeded nearly all expectations in the past two national elections.
Republican leaders, meanwhile, continued warning yesterday that Election Day could be bleak for them and urged their conservative base to turn out. Also, Republicans defended in the starkest terms possible the war in Iraq, which polls show has been a tremendous drain on their popularity during this election.
"We need to win the war, and it would be disastrous to lose," said Sen. Elizabeth Dole of North Carolina, chairman of the National Republican Senatorial Committee, during an appearance with Mr. Schumer yesterday on NBC's "Meet the Press."
"To pull out and withdraw is losing," she said. "The Democrats appear to be content with losing."
Mr. Schumer called her charge "outrageous" and said voters no longer trust President Bush and congressional Republicans to run the war.
"Democrats want to win the war, which is why we want to change the strategy," he said.
Rep. Rahm Emanuel of Illinois, chairman of the Democratic Congressional Campaign Committee, ticked off five elections in the past 50 years where voters broke heavily to throw incumbents out of office.

The election will be decided by the voters? What a novel concept.
A concept that will be long dead later this week...mark my words, we aren't going to know what's what, who's who, and who's in charge until Friday at the earliest - and then the lawyers will kick into gear.
We don't even need to bother watching all the talking heads tomorrow night; ain't nuffin getting settled Tuesday - that's a given IMO.
You want higher taxes? Sit this one out. You want Democrats to cut the funding for Iraq? Sit this one out. You want amnesty or more judicial activism? Sit this one out.

Schumer's conscience is completely seared. This is a complete, utter, and easily disproven lie, yet he says it with a straight face.
I pray the Lord has a special punishment for these rats. I'm serious. I do.

Schumer might be extremely afraid the "graveyard votes" will not come to fruition. Maybe the Diebold machines can "prevent" that constituency from making a difference.
I'll tell you what ... the RNC has an impressive GOTV going on tonight. My husband just got an email with a message of how important it is to vote tommorow and for what reasons and all the details where to vote with a map and directions from our house to the polling location! There is also a links to 'forward this email' and 'go online' to get your calling list of 30 voters to turn out fellow Republicans.
If they can't cheat, they can't win......

In a sense, Schumer is right. One of the polls today asked whether one was voting Dem or Repub. Of those who said Dem, over 40% said they were voting for change. Only 20% said they were voting because of their party's agenda. Of those who said they were voting Republican, over 40% said they were voting because of their party's policies and only 20% said they were voting to keep an incumbent in.
In other words, Dems and Repubs are voting for completely opposite reasons. The Dems are simply voting anti-Bush.
I actually do Zogby surveys. I like screwing with him. I wish more conservatives would.
