More than likely, he's been charging the "prevailing" rate for work, adjusted for inflation, etc. You know, back when they had citizen workers? He's just pissed that he's gonna miss out on the extra cash he got to keep. Contractors, developers.....all of them don't want to give up the rake off these illegals...it's their gravy.
This is exactly right and legal citizens who work for these contractors can not get paid what their back breaking work is worth because of illegals taking a small wage for their labor.
