It's widely been reported that illegal aliens comprise upwards of 27 percent of the U.S. prison and jail population. Immigration and Customs Enforcement and Customs and Border Protection--two agencies within the Department of Homeland Security--claim in several reports that they've apprehended over 100,000 criminal aliens whose offenses go far beyond violation of immigration laws and regulations. That figure doesn't include llegal aliens arrested and incarcerated in state and local penal institutions.
Sadly, only about 25 percent of expenses for imprisoning criminal aliens is reimbursed by the federal government to state and local governments. This creates a hardship for taxpayers in states with high incarceration rates for criminal aliens. The proponents of open borders or lax immigration enforcement always point to the benefits derived from illegal immigration such as the amount of taxes they pay into the government system. Evidence, however, exists that refutes those claims. For instance, there is an abundance of anecdotal evidence that suggests a large number of illegal aliens are paid "off-the-books." Therefore, those wages are not taxed.
The National Research Council has estimated that the net fiscal cost of immigration ranges from $11 billion to $22 billion per year, with most government expenditures on immigrants coming from state and local coffers, while most taxes paid by immigrants who actually do pay taxes go to the federal treasury.
The net deficit is caused by a low level of tax payments by immigrants, because they are disproportionately low-skilled and thus earn low wages, and a higher rate of consumption of government services, both because of their relative poverty and their higher fertility.

A friend and fellow Freeper was involved in a a car wreck a bit over a week ago. Was hit by an illegal. The police showed up, called her a wrecker and when they found that the driver had not ID (nor did the passenger), the truck wasn't owned by the driver or passenger (was also owned by an "undocumented"), none would give their names, provode proof of insurance, nor would even provide and address or employer.
Had the rolls been reversed and the citizen been in the same boat (driving a vehicle with no insurance, having no ID, and refusing to provide any helpful information like address or even NAME), we all know what would have happened.

I believe America ought establish a Federal system whereby monetary exchanges or transfers with countries whose illegal citizens "borrow" our taxpayer funded services would be assessed, invoices prepared, and duties or taxes levied in percentage proportion by nationality of illegals apprehended as reported annually by our nation's Border Patrol.
Example: If 2005 FY costs to taxpayers by illegal aliens totalled $41 billion and Mexico's 2005 apprehension rate contributed 89% to the illegal alien incursion, Mexico should be held responsible for $36.5 billion and that cost should be levied on bank note transfers from America to Mexico and vice-versa. Other nations as well should be charged likewise.
We have the nationality percentages of illegal alien apprehensions, we have the approximated costs or "damages" done to American taxpayers. We ought use those numbers and lay claim on legitimate reimbursements.

Present a bill to Mexico for these expenses and everything else they are getting into our wallets for. If they won't pay, sue, then execute on Pemex and the Yucatan peninsula.

Illegal aliens are 7-10% of our population. Around 27% of our prison populations are illegal aliens. Our medical and welfare systems are being overrun by illegal aliens and we are faced with bankruptcy...
