While on vacation, I happened to pick up an out of date magazine which had an article written by a prominent American politician. I'd like to transcribe a short section, with obvious clues elided, and see how many here can guess who wrote it.

...Before rushing into massive new programs, Congress should find out why programs of the past have failed. It is time to stop using the warmed-over programs of [30 years past] to solve the problems of [now].
When second- and third-generation families are living on welfare as semi-permanent wards of the state, something is drastically wrong with the program. Both the goals and the means of aiding the chronically impoverished must be restudied.
One fact that should be reflected in any new program that has not been reflected in the past is the disintegration of the Black family. Only a minority of Black children reaching the age of 18 have lived all their lives with both of their parents. In areas like Central Harlem more than half come from homes where one or more of the parents are permanently absent.
Of what value to the community is one of our federal programs that provides money for dependent children only as long as the fathers stay away from home? The discipline, guidance, and example of a parent are as crucial as the quality of food and medicine in creating a productive citizen out of an [inner-city] child."
