CAIR Founded by “Islamic Terrorists”?--CAIR cuts back on crucial libel claims
Once we start seeing a massive purge of known terrorists from the mosques, I will believe that they are serious, and not just giving lip service.
First, as others have mentioned, it's perfectly permissible for Muslims to lie to non-Muslims to gain advantage in war, which is what I believe is the intent of this statement and others like it. Second, they always leave themselves an out, and in this case it is in the definition of "civilian". According to Islam, an unborn Israeli baby is not a civilian. And I doubt a New York office worker is a civilian by their definition, either.
My take on the initials 'CAIR' is =
Control America & Islam Rules.

In other news, the sun turned purple today. Seriously, whether they are lying or not, it has to have some effect on the Muslim community when their leaders speak out publicly against terrorism. It's better than what they WERE doing which was nothing. I'm going to be cautiously optimistic about this.
They just don't have enough people here yet to change their public tune.

Evidently they have not read their own koran where it says, numerous times, words to the effect of "...kill them (non-moslems) wherever you find them."
Of course, to a moslem, it's not "terrorism" to just kill non-moslems, it's a virtue.

Well, there it is. The qualifying word. They don't 'attack,' they are just defending themselves against the encroaching infidels. And of course, when you are defending yourself, you just have to kill everybody in sight lest there be an attacking infidel in the crowd disguised as a pre-teen, baby, or woman -- even if you have to fly across the continent looking for a crowd of attackers to defend yourself against.

This needs to be heard from each and every Moslem individually. 1.2 billion such statements. Of course, they are allowed to lie to infidels, so take it with a grain of salt when it happens.
