The new intelligence reform bill signed into law by President Bush on December 17 may ultimately end up being remembered more for the provisions it didn't contain rather than those it did.

After much heated debate, House and Senate negotiators ultimately threw out proposed provisions to the bill that would have tightened immigration laws. Although House Speaker Dennis Hastert has promised to bring drivers' license standards, asylum procedures and other border security provisions back to the House floor by early 2005, in the meantime, the very real danger that Islamist terrorists will infiltrate America's porous southern border persists.

Roughly 60,000 illegal immigrants designated as 'other-than-Mexican,' or OTMs, were detained last year along the U.S.-Mexico border, including a sizable number from Arab and Muslim countries. And if recent reports are any indication, they may be getting some troubling new help in their efforts to enter the United States.

In a December 4 incident that received scant media attention, a Bangladeshi Muslim man named Fakhrul Islam was among a group of 13 illegal aliens arrested near Brownsville, Texas, just across the border from Mexico. Border Patrol agents have said that one of the men detained along with Islam was a member of Mara Salvatrucha, a violent Salvadoran criminal gang with more than 300,000 members across Central and North America, including powerful enterprises in several major U.S. cities.

Mara Salvatrucha, also commonly known as 'MS-13' due to its members' proclivity for sporting tattoos of the number 13, is involved in a smorgasbord of illegal activity, including the smuggling of drugs, weapons and people across the Mexican border. The gang controls many of the smuggling routes from Mexico into the U.S., a fact that has not escaped Al-Qaeda operatives eager to carry out attacks on American soil.

In July, Adnan El-Shukrijumah, a high-ranking Al-Qaeda leader and one of the most wanted terrorists in the world, was spotted in Honduras meeting with members of MS-13. Attorney General John Ashcroft has said that El-Shukrijumah, who he has described as a 'clear and present danger to America,' is seeking ways to infiltrate the U.S. via the Mexican border, and is willing to pay top dollar in order to do so.

El-Shukrijumah, reportedly last seen in August in northern Mexicoknows that the potential killing of innocent American civilians would certainly not deter MS-13 from working with Al-Qaeda: the gang is thought to be responsible for thousands of murders and maimings throughout the Western Hemisphere; and, like Islamist terrorists, decapitations and home-made bombs are part of its grisly arsenal.

With a ruthless, money-driven cabal like MS-13 controlling much of the illegal traffic between the U.S. and Mexico, there's no telling how many Islamist terrorists have already taken advantage. That someone of Middle Eastern descent could blend in with a large group of Mexicans with similarly dark complexions -- thereby escaping closer scrutiny from border patrols -- is all too feasible.

Then again, an October intelligence report supplied to the Department of Homeland Security by Russian security services said that a group of 25 backpack-carrying Chechen terrorists -- all white -- illegally entered Arizona by way of Mexico last summer. Furthermore, in September, Farida Ahmed, a South African Muslim woman, pleaded guilty in a Texas court to illegal entry, lying to a federal agent and using an altered passport. Ahmed had been detained by Border Patrol officers in July as she tried to board a plane for New York out of Texas.

At the time of her arrest, Ahmed was carrying $7,300 in various currencies as well as a fake South African passport that was missing pages. She admitted to entering the U.S. illegally by wading across the Rio Grande, and her travel itinerary showed that on her way to America, she had stopped in Dubai in the United Arab Emirates, just as several of the 9/11 hijackers had done.

It was announced last week that Ahmed is due to be deported. But many non-Mexican illegal aliens like Ahmed are invariably released by immigration officials who simply don't have the detention space to hold them. Worse, up to 85 percent of them skip their scheduled immigration hearings, only to disappear into American society.

While entry into the U.S. is their primary goal in establishing a base in Latin America, Islamist terrorists -- well-aware of the allure Marxism once held for many south of the border -- also see the region as a potential breeding ground for Islamic converts due to its poor economic and social conditions and corrupt governments.

For instance, the Shia terrorist group Hezbollah wields a strong presence in the tri-border region, a lawless, crime-ridden area where Argentina, Brazil and Paraguay intersect. Both Osama bin Laden and 9/11 mastermind Khalid Sheikh Mohammed are also said to have spent time there, during the 1990's.

It was Mohammed who in 2002 encouraged alleged dirty bomber Jose Padilla to 'enter the United States by way of Mexico' in order to carry out attacks on U.S. targets, according to Deputy Attorney General James Comey.

Ironically, before converting to Islam and volunteering his services to Al-Qaeda, Padilla belonged to the Chicago chapter of the Latin Kings -- like MS-13, a violent Hispanic criminal gang.

Although U.S. agents were able to collar Padilla before he could carry out a terrorist attack, the U.S. border strategy, as presently construed, may one day soon yield a much less savory result. Come January, lawmakers should take notice.

It is becoming a big issue not just because of the real security issues, but also because Hillary is starting to use the issue against the GOP. She it trying to paint herself as strong on security and immigration control.

Hillary's use of this issue against the GOP might be a blessing in disguise. The GOP can't afford to let Hillary get to the right of them. Therefore, Bush will have no choice but to support meaningful illegal immigration reform or his own party will ride him out of Washington on a rail!

Al-Qaeda is coming! ... Al-Qaeda is coming! It sounds like a Carl Reiner movie. It could be a real scream.

Remember The Russians Are Coming! The Russians Are Coming!? The 1966 comedy was about a Russian sub that grounded off the coast of New England, and all the goofy characters who showed up to have a look.

You could film the modern version along the Arizona-Mexico border today, because some observers believe al-Qaeda really is coming.

It brings a chill to think these quasi-human Islamo-Facists could be in our midst in Southern Arizona, even for a short time, as they make their way to assigned stations around the country.

You head down to the Arizona-Mexico line to learn what's happening, and what you see and hear is funnier than anything Carl Reiner could dream up.

First, a cautionary note: For those not inclined to find any of this humorous, you're absolutely right. It isn't. But you'll laugh anyway, because the situation along our southern border is too serious and too preposterous to do anything else.

It's been a summer of media whispers that keep getting louder.

· In early August, the Washington Times reported that al-Qaeda is allying with Mexican organized crime groups to infiltrate the United States via Mexico.

· In late July, ABC News reported that the Border Patrol had arrested a woman named Farida Goolam Mohamed Ahmed. The arrest was made at McAllen-Miller airport in South Texas, where Ahmed was attempting to board a flight to New York. She acknowledged that smugglers brought her across the Rio Grande from Mexico; the FBI declared Ahmed a "person of interest."

· Congressman Solomon Ortiz, ranking Democrat on the House Armed Services Subcommittee on Readiness, was quoted in the Brownsville Herald as saying that Mexicans with possible terrorist ties have been detained after entering the country from Mexico, but are being released for lack of jail space. "It's very, very scary," said Ortiz.

· On Los Angeles radio station KFI AM's John and Ken Show, Congressman John Culberson, a Texas Republican, said federal prosecutors had told him that Middle Eastern men with al-Qaeda links are adopting Hispanic names, acquiring fake Mexican ID cards and mixing with the stream of illegals coming across our southern border. They're choosing this route, he said, because the screening process for incoming airline passengers is increasingly effective.

· The Chicago Tribune recently reported on the arrest of Salim Boughader Mucharrafille, a Tijuana, Mexico café owner, on charges of smuggling Arabs into this country. The Tribune wrote that the case set off alarm bells among U.S. security officials, because it illustrated the vulnerability of the U.S.-Mexico border.

· Two Arab men, Ali Safia and Can Azif--whose names scored hits on U.S. watch lists--arrived in Mexico City in the winter of 2003 on one-way tickets from Europe, reported the Dallas Morning News. While in Europe, they also had purchased one-way tickets for a flight from the western Mexican city of Culiacan to Los Angeles. The pair failed to show up for the flight and have not been seen since, the paper said.

· In mid-August, the Arizona Daily Star reported that officials had issued an alert for al-Qaeda cell leader Adnan G. El Shukrijumah, who they thought might cross from Mexico into the United States through Arizona or Texas. Two days later, the alert was jerked back. Maybe he's not coming after all, but Shukrijumah is still missing. A reward of up to $5 million is out for his capture.

You can't help but hear the chatter. You try to keep it in perspective; all of it could be meaningless.

But it still brings a shudder.

Down on the border, where folks live with hordes of sometimes-aggressive intruders every day, they're accustomed to shuddering.

"I've been saying for a long time that in your next Sept. 11 hit, you're gonna find out how many of them came across this border right here," says Gary McBride, a rancher who lives 35 miles north of Douglas. "I feel like I'm living in a big ol' train station, and here comes one train, and here comes another, and here comes another, and they just never stop, people from every country you could name. Nothing has changed since Sept. 11. If anything, it's worse. It's a goddamn three-ring circus down here."

Are terrorists part of the circus? Impossible to confirm. Middle Easterners? Yes. Nationals from terrorist-inclined countries? Yes.

First, a quick analysis of the numbers: Everyone knows that the vast majority of those arrested are Mexicans. In the first nine months of fiscal year 2004 (September-June), for example, the Border Patrol's Tucson sector and the Arizona office of the Yuma sector apprehended 438,519 illegals from Mexico.

But what about numbers for what are known as OTMs--other than Mexicans?

For national security reasons, the Border Patrol won't release a country-by-country breakdown of illegals they arrest. But a top agency source provided the Weekly with such a breakdown. It includes countries the government considers likely to breed terrorists; the latest list, as of July 8, 2003, includes 32 nations--from Afghanistan, Iran, Iraq, Egypt, Pakistan, Yemen and Qatar, to Algeria, Somalia and Malaysia. When the Border Patrol arrests nationals from these countries--known as SIAs, special interest aliens--they're turned over to the FBI.

How many SIAs have been arrested in the Tucson sector and the Arizona office of the Yuma sector in the first nine months of fiscal 2004? Answer: 11. They came from Egypt (1); Eritrea (2); Indonesia (2); Iraq (1); Lebanon (2); Pakistan (2); and the Philippines (1).

For fiscal 2003? Answer: 13. They came from Afghanistan (1); Eritrea (1); Indonesia (2); Iran (1); Iraq (1); Malaysia (1); Philippines (2); Qatar (2); Somalia (1); and Yemen (1). But that total of 13 for 2003 doesn't include nationals from six countries that were dropped from the danger list as of July 8, 2003.

Factoring in nationals from those dropped countries, the apprehension number for the first nine months of fiscal 2003 jumps to 1,738. Remember, these arrested nationals were from countries that were on the danger list during that nine-month period ending in June.

Here's the 2003 breakdown for those six countries: Brazil (1,709); Argentina (17); Venezuela (8); Uruguay (2); Panama and Paraguay (0).

The corresponding numbers for fiscal 2002 are 28 and 702, the bulk of the latter again coming from Brazil.

After all that, a depressing caution about Border Patrol apprehension numbers: They're almost meaningless. The number caught isn't important; the number of "gotaways"--those who weren't caught--is, and nobody, in government or anywhere else, has any idea how many of those exist. But it's always greater than the number arrested, sometimes much greater.

That leaves a lot of illegals from high-risk countries on the loose in our country.

As for Arabs specifically, border residents don't need statistics to know they're sneaking across the line. The evidence lies on the ground.

No issue, not one, threatens to do more damage to the Republican coalition than immigration. There's no issue where the beliefs and interests of the party rank-and-file diverge more radically from the beliefs and interests of the party's leaders. Immigration for Republicans in 2005 is what crime was for Democrats in 1965 or abortion in 1975: a vulnerable point at which a strong-minded opponent could drive a wedge that would shatter the GOP. snip

First, Republicans should develop and practice a new way of speaking about immigration, one that makes clear that enforcement of the immigration laws is not anti-immigrant or anti-Mexican: It is anti-bad employer. Illegal immigration is like any other illegal business practice: a way for unscrupulous people to exploit others to gain an advantage over their law-abiding competitors.

You may already know about this one: O ye who believe! Take not the Jews and the Christians for friends. [al-Ma'idah 5:51.11]

But did you know that there are 123 verses in the Quran concerning fighting and killing for the cause of Allah? Here are but a few passages:

-Muslims are encouraged to be wholly occupied (Sura 2:273) with fighting for Allah's cause.

- Allah will give "a far richer recompense to those who fight for him" (Sura 4:96).

- Regarding infidels (unbelievers), they are the Muslim's "inveterate enemies" (Sura 4:101). Muslims are to "arrest them, besiege them and lie in ambush everywhere" (Sura 9:5) for them. They are to "seize them and put them to death wherever you find them, kill them wherever you find them, seek out the enemies of Islam relentlessly" (Sura 4:90). "Fight them until Islam reigns supreme" (Sura 2:193). "Cut off their heads, and cut off the tips of their fingers" (Sura 8:12).

- If a Muslim does not go to war, Allah will kill him (Sura 9:39). He is to be told, "the heat of war is fierce, but more fierce is the heat of Hell-fire" (Sura 9:81).

- A Muslim must "fight for the cause of Allah with the devotion due to him" (Sura 22:78)

- Muslims must make war on the infidels (unbelievers) who live around them (Sura 9:123).

- Muslims are to be "ruthless to unbelievers" (Sura 48:29).

- A Muslim should "enjoy the good things" he has gained by fighting (Sura 8:69).

- A Muslim can kill any person he wishes if it be a "just cause" (Sura 6:152).

- Allah loves those who "fight for his cause" (Sura 61:3).
Anyone who fights against Allah or renounces Islam in favor of another religion shall be "put to death or crucified or have their hands and feet cut off alternative sides" (Sura 5:34).

- Whoever changes his Islamic religion, kill him. Sahih Al-Bukhari (9:57)

- Slay the idolaters wherever you find them, and take them captives and besiege them and lie in wait for them in every ambush. (Koran 9:5)

- Take him and fetter him and expose him to hell fire. (Koran 69:30-37)

- I will instill terror into the hearts of the unbelievers, Smite ye above their necks and smite all their finger tips of them. (Koran 8:12)

- They should be murdered or crucified or their hands and their feet should be cut off on opposite sides. (Koran 5:33)

- Know that paradise is under the shades of swords. Sahih al-Bukhari Vol 4 p55

And Speaking of Paradise...

"There will be "gushing fountains" and everyone "shall recline on jeweled couches face to face, and there shall wait on them immortal youths with bowls and ewers and a cup of purest wine." Suras (or chapters) 55 and 56 of the Quran.

"Therein are bashful virgins whom neither man nor jinnee will have touched before ... virgins as fair as corals and rubies," sura 55. A few lines later, you might remind them of "virgins chaste and fair ... they shall recline on green cushions and fine carpets."

"The smallest reward for the people of Paradise is an abode where there are 80,000 servants and 72 wives, over which stands a dome decorated with pearls, aquamarine, and ruby, as wide as the distance from Al-Jabiyyah [a Damascus suburb] to Sana'a.'"

It will be the day, God willing, you spend with the women of paradise...Know that the gardens of paradise are waiting for you in all their beauty, and the women of paradise are waiting, calling out, "Come hither, friend of God."

"From October 1, 2003 to July 20, 2004, the border patrol’s Tucson sector stopped 9,051 person crossing illegal who had criminal records in the U.S., meaning they committed crimes here, returned to Mexico, then were trying to re-enter the country," Time magazine wrote. "A minimum of 378 had active warrants for their arrest."

Most go undetected.

"The numbers suggest that tens of thousands of criminals, quite possibly hundreds of thousands, treat the border as a revolving door to crimes of opportunity," Steele wrote. "The situation is so out of control that 400,000 illegal aliens who have been ordered deported, 80,000 have criminal records, but Homeland Security does not have a clue as to the whereabouts of any of them, including those from countries that support terrorism."...

Of 114 Iranians with final orders for removal, only 11 could be found and deported. Of 67 Sudanese with final removal orders, only one was deported. Of 46 Iraqis, only four were deported. The rest are free to move about the country.

Not mentioned in the report was the 20,000 member "18th Street Gang" made up of 60% illegal aliens in Los Angeles. The TIME report rendered severe implications toward President Bush and members of Congress on both sides of the corridor. Citizens of the United States were not being served before 9/11 and today, they are JUST as vulnerable as 4,000 illegal aliens cross our borders daily. You have to wonder when Beslan, Russia's tragedy will visit an American school in the near future?

We posted that article, IIRC. The emphasis of the article was on the MS-13 thug and the Pakistani was mentioned almost as an afterthought.

President Bush's failure to secure our borders after 9/11 is beyond reason. Americans are beginning to realize how seriously out-of-control our borders are. Since most Republicans in the Senate and House have pretended the borders don't exist, the next Republican candidates might be defeated.
