MEMO TO: AIR FORCE OFFICE OF SPECIAL INVESTIGATIONS

RE: POSSIBLE FRAUDULENT AIR FORCE (AIR NATIONAL GUARD) DOCUMENTS

As an American citizen, I am requesting an investigation by the AFOSI into the production and use of documents by CBS News which appear to be probable fraudulent representations of Air Force (Air National Guard) documents. This matter is of particular concern since the contents of the documents are being used by Mr. Daniel Rather in an apparent attempt to defame the Commander-In-Chief of the Armed Forces of the United States. This activity may also considered as an attempt to provide aid and comfort to enemies of the United States, foreign and domestic. Many thanks for your consideration of this matter. Hey Dan, what's the frequency?

"Kenneth, what is the frequency?"
In October 1986, as Rather was walking along Park Avenue in Manhattan to his apartment, he was accosted and punched from behind by two well-dressed men who demanded to know, "Kenneth, what is the frequency?" As the assailants continued to pummel and kick Rather, they kept repeating the question over and over again. In describing the incident, Rather said, "I got mugged. Who understands these things? I didn't and I don't now. I didn't make a lot of it at the time and I don't now. I wish I knew who did it and why, but I have no idea."

The bizarre incident and Rather's account led some even to doubt the veracity of Rather's story. Nevertheless, the story entered popular lore and remained unsolved for some time. The incident inspired a song called "Kenneth, What's The Frequency?" by the band Game Theory in 1987, and in 1994 the band R.E.M. released the much more widely-known song "What's the Frequency, Kenneth?" It became the subject of many jokes over the years and slang for a confused or clueless person. Rather actually sang with the band when they performed the song on the David Letterman show.

I don't know that Kerry's files haven't been leaked. Swift Boat Vets seem pretty confident. I seem to remember that they have promised an October Surprise. Just musing.

I think you are correct, HOWEVER this is the TEXAS Air National Guard. Perhaps if we spoke with Governor Rick Perry (R) he might have someone look into it.

As a matter of fact a friend of mine and former city councilman retired 4 or 5 years ago as the top enlisted man in the Texas Air National Guard. I think I shall give him a call.

The documents in question are forgeries. Therefore, no leak of a personnel file has taken place. Instead, falsified government documents are being used to defame a sitting president.

How many crimes are involved, I do not know. Berger has not spent a day in jail. I, as an American, am unsure what the law is anymore. Special priviledges abound. If you're CBS, Dan Rather, John Kerry, Ted Kennedy, I guess one can get away with even inadverent murder...maybe you have to be a Clinton for the...

Wishful thinking. The AFOSI only has jurisdiction over AF military and civilian personnel.

The Air Force Office of Special Investigations provides professional investigative service to commanders of all Air Force activities. AFOSI identifies, investigates and neutralizes criminal, terrorist, and espionage threats to Air Force and Department of Defense personnel and resources. The command focuses on four priorities:
Detect and provide early warning of worldwide threats to the Air Force;
Identify and resolve crime impacting Air Force readiness or good order and discipline;
Combat threats to Air Force information systems and technologies; and
Defeat and deter fraud in the acquisition of Air Force prioritized weapons systems.

In theory, it is broad--in practice, AFOSI resources are rather limited (only a few officers per base). In cases of FOUO violations, counter-terrorism and counter-espionage, the AFOSI does run active investigations. For the most part, they are looking for crooked AF members who are trying to sell secrets or inside information. However, when dealing with non AF members or foreign nationals, they work closely with the FBI. Frankly, I don't see how these fraudulent documents fit in the four priorities outlined. It would be unprecedented for the AFOSI to try to prosecute a journalist under these circumstances. If you can demonstrate otherwise, you can ping me with an "I told you so" & I will happily admit my error.
