FROM WASHINGTON: Important Circular from the Provost-Marshal General; The Quotas, Credits and Deficiencies of the Several States (3/23/1864)

WASHINGTON, Tuesday, March 22.

The prospect of a speedy return of the people of Arkansas to loyalty and submission daily brightens. Through recent intelligence received here, it is known that two Judges of State Courts under the Confederate rule have voluntarily come forward and taken the oath of allegiance, and a third was on his way to do likewise. ALBERT PIKE writes a pertinent epistle to his wife, hinting in quite strong terms his desire to return to ABRAHAM's bosom, but expresses his doubts if he can do so under the Amnesty Proclamation.

Gen. STEELE has informed Mrs. PIKE that he will receive her husband should he present himself with loyal intentions.

Secretary CHASE has decided to put the five-forty five per cent. loan into market at once, and the preparation of bonds has commenced. The issue of two year five per cent. coupon Treasury notes will be discontinued, and notes bearing the same interest, payable at maturity without coupons, will be issued in their stead. Coupon notes will be retired as fast as received into the Treasury, orders to this effect having been sent to-day to the Assistant Treasury at New-York.

Gen. HANCOOK, in his evidence before the Committee on the Conduct of the War respecting the battle of Gettysburgh, vindicated Gen. MEADE's conduct in that affair. He returns to the front to-morrow.

Investigations by the House Naval Committee still continue. Mr. QUINTARD, of the Morgan Iron Works, and CHARLES SECOR, will be examined to-morrow respecting the construction of engines for the navy.

The Sub Committee of Ways and Means will probably report entire the Supplemental Tax Bill on Tuesday next.

The very first sentence of this New York Times article states that the citizens of Arkansas are nearly ready to accept “ loyalty and submission “.

The New York Times: still fantasizing over “ submission “ of the “ deplorables “.
