Your assumption is people of their own ability would choose God. They many choose their idea of God, that is granted but to choose God and His ideas of God, ALL have fallen short.
One of the most revealing questions is: Did you choose God or did God choose you.

God made Animals—they run on instinct—they do not have Free Will. Humans do. If we lose that we are no better than the animals. We have choices to make.

‘God” is neither allowing or disallowing. WE the people are Allowing and Disallowing. God is allowing us to make the choice.
