Rile up the supporters while failing to pass any meaningful reforms.
I don’t expect any reforms out of this Congress. McCarthy and Republicans have only one tool to pass legislation. It’s appropriations and they won’t use it. They are gutless. More than anything I would like to be proved wrong.
