If he was not tied to the FBI, they would immediately deny it. By saying they “can’t” answer that, they are saying he was an FBI employee.
These Senate hearings are all just theater. Nothing will ever happen to then corrupt FBI agents. Look at the John Durham investigation. How many years has that been running? Two years? What has it produced? A single guilty verdict which was swept away with no jail time and $100 fine. The corrupt lawyer was even reinstated.
The only acceptable answer to those questions is "No".
Anything else is an admission of guilt. (given that this isn't a criminal trial and there is no 5th Amendment protection)

This is scary stuff that the Fbi has this much deniability and gets away with it before the Senate.
Who or what is the DOJ? Sen Cruz had better watch out with his provocative questioning.
Should be a standard follow-up:
“Is that because of National Security or other confidential information reasons?”
Her last answer was quite telling also: “Not to my knowledge.”
So, the deputy director is left out of the loop?
