Illinois tolls were supposed to be temporary. A progressive tax is only supposed to hurt 3% of Illinoisans. Political promises mean little in Illinois.

“Toll free in ’73.” That was the campaign slogan over five decades ago that promised tolls on Illinois interstates would be a temporary revenue sources. Today, the tolls are higher and the tollway authority is more permanent than ever.

Lawmakers promised tolls would help fund 186 miles of interstate construction and would be removed when the roads were paid off. After that, highway maintenance would be funded by the gas tax. In 1968, the General Assembly made the Illinois Toll Highway Authority permanent.

What started at just 10 cents at the exits and 25 cents at the plazas has grown to cost drivers $1.50 for each I-Pass scan. Since 2009, the Illinois Tollway has hiked toll fares four times.

It’s also become an easy way to employ the politically connected and hand out patronage jobs. Governors since the 1980’s have had tollway scandals. Political hires and contracts with friends of politicians from both sides of the aisle have been common at the authority.

So has unwarranted growth.

A toll agency promising to end the tolls is like Lucy telling Charlie Brown that he can really kick the football this time. A toll agency should simply not make such a promise, so that it can keep funding its roads through repairs and expansions. And please, clean up the damned patronage. In Illy-Noy, patronage is a bi-partisan thing (Combine).

But Gov. Lard Butt and his supporters are shocked Illinois voters didn’t buy his promise that his “progressive” tax hike would only affect “millionaires and billionaires” and “make the rich pay their fair share”. You can trust him. Why believe otherwise?

Once a politician gains that sweet taste of the OPM drug (other peoples’ money), they become hopelessly addicted.
They will lie, cheat, steal...whatever to hold onto the “drug”.

It all boils down to what the word: “and.” is

… (Washington State Attorney General Bob Ferguson) talks about ‘and’ meaning both or either,”

and since it now means either, We get Permanent Tolls

You appear surprised. Don't be.

Look up the history of the 16th Amendment. It was the original "tax the rich" scheme, starting with the 1914 "tax year". Less than four percent met the minimum taxing level.

One taxpayer wrote to the Bureau of Internal Revenue, "I have purposely left out some deductions I could claim, in order to have the privilege and the pleasure of paying at least a small income tax. . . ."

The original tax rate was one percent. Then two percent. Then it went upwards throughout the 20th century.

I got a collection of old road maps, including a couple of NY Thruway fold outs from the early 60’s. In them they say that the tolls will be removed when the highway bonds and interest are paid off by 1996. HA HA HA!!!

Income tax was originally sold as only 3% of income over $1 million.

This was in the early 1900s when that would’ve been a very small group of rich people.

And now look where we are.

On the toll bridges over the Columbia, they would just “sell the bridge before it was paid off so the “new” owner could reap the profits
