FBI Sweep of China Researchers Leads to Cat-and-Mouse Tactics

A search by U.S. authorities for Chinese researchers with ties to China’s military is leading to intensifying cat-and-mouse tactics involving what prosecutors say are foiled escapes, evidence tossed into a dumpster and a chase through an airport.

FBI agents have questioned dozens of researchers this summer about their work and military affiliations. In recent weeks, the widening operation has triggered efforts by some suspects to evade authorities and led to the arrest of at least two researchers whose work is allegedly tied to China’s military development, according to court filings by prosecutors.

In one case, a researcher at the University of California, Los Angeles studying artificial intelligence is accused by federal prosecutors of destroying evidence sought by the FBI in an investigation into potential technology theft. The researcher, Guan Lei, threw a damaged computer hard drive in a dumpster days after he was stopped from leaving the U.S. at Los Angeles International Airport, prosecutors allege.

In another, a scientist researching fluid dynamics at the University of Virginia is charged with stealing proprietary software code under development for two decades by his adviser, who received U.S. Navy funding. The adviser told investigators that Hu Haizhou, whom U.S. authorities prevented from boarding a flight in Chicago last month, hadn’t informed him he planned to return to China, prosecutors allege in filings in his case.

Mr. Guan’s fiancée, Yang Zhihui, a Chinese national studying computer science at the University of California, Irvine, was arrested running through the Los Angeles airport to board a flight to China on Aug. 31, even though her lawyer had agreed she would surrender for detention as a witness against Mr. Guan, prosecutors said. Her lawyer said Ms. Yang is a law-abiding student being “jailed in a foreign country, with a complex and very different legal system.”

I heard the legal system is much simpler in China, so theft is a rare occurrance there, and she probably was MOSTLY law abiding

pardon my rant below, but you are absolutely correct. I’ve posted this in numerous places and threads hoping the right people will take notice.

Chinese students should not be allowed in US University STEM programs.

IP theft is real, however espionage driven IP theft is being accomplished at an alarming rate w significant damage to the USA’s future. But there is a third trail of IP theft that is seldom mentioned, this IP theft is initially at US university research labs where successful processes and technologies eventually became start-up companies.

Most US university research result in dead-ends through no fault of the researchers, its research. But that is the source of my rant; Chinese students are the platinum standard of campus cheaters. Seldom is there a class w only one or two Chinese students, 4-6 is standard size for group cheaters. In STEM programs there could be 2 or 3 Chinese groups cheating. Don’t get me wrong, Chinese students attend classes, learn and study as well as any student, but they have ways to cheat that a thesis could be written on. Not that most universities care about Chinese cheaters, the Chinese students pay full tuition, funding and donations by the CCP (Chinese Comm Party) to upgrade or build new labs or tech is numerous and in $$$ millions. The group cheaters are given preferential access to class selections to maintain group continuity. This is done under the guise of cultural stress if group continuity is lost. How sweet and understanding we in the West are.

Seldom do Chinese students major in fluff programs, no middle Euro art or 16th century architecture majors. Most are in STEM (sci-tech-eng-math) programs at major universities, these are the majors that get the students into the CCP or move them up the CCP hierarchy when they return to China. Most Chinese STEM students are vying for entrance into Masters Programs w the ultimate goal of university research centers and labs. Remember, most Chinese students are platinum level cheaters and didn’t earn their access into university research centers and labs on their own. But CCP donations and the universities’ love for diversity is paramount.

This is where espionage driven IP theft weave with university research centers and labs that provide a roadmap to find what needs to be stolen. Start-up companies that spin off from the research centers and labs are the most viable to result in commercial or military usage and success. Also provides easier espionage hacks into the start-ups early which is when they are most susceptible. As a start-up prospers and collaborates w or swallowed up by major corporations, the roadmap Chinese researchers provides the agents of espionage with the intellectual property “DNA” they need to find and steal. IOW, major Corps have 100s of millions of files stashed on their networks, having the “DNA = keywords or formulas or recipes or directory titles” can significantly simplify the theft and reduce detection of their incursion.

Why do we even give visas to our enemies to study and work at our colleges and universities? Why do tuition paying American students tolerate it?

When I was in college we railroaded a foreign instructor out of his job. Enough dissatisfied students the year before my freshman year got this instructor put on probation. I had a class with him my first term (no choice in scheduling). We endured his poor teaching skills and we tolerated his terrible command of the English language. Up to a point. We found out that he was on probation. That was right after the first exam of the term. When we received our grades we discovered a coded grading system consisting of circles, triangles and squares. He wasn't allow to fail anyone, so he no longer graded exams. We went on to abuse the crap out of him until he quit before the end of the term. There were some in the class that were against this because they thought they had a free grade for the course. They were weak of mind and really didn't fit in. The course was Psychology 101. There was no reason why an American couldn't teach that course. Basically anyone that speaks in complete sentences and has an IQ over room temperature could do it.

Here is a first person testimonial. Mine. I am retired from working at a major IL University (UIC). I now live in FL, not IL, thank goodness as Gov. Pricker reigns supreme in his IL Democrat wonderland. I worked directly for the Head of the Math Dept. at UIC, located right beside the heart of the City.

We had professors of many nationalities from all over the world. The mostly all liberal professors in our Dept. loved hiring Mathematicians from other countries over hiring Mathematicians from our own Country. Chinese students and professors seeking employment in the U.S. naturally navigated to the Sciences because they could steal our intellectual property and mathematical research and ferry this information back to China. They are almost all spies for China. One professor in particular I just knew was tied into the Chinese gov’t and he was one of our more senior profs. They get permanent resident Green Cards, but seldom become actual American citizens. He was like a traveling ping pong ball between Chicago where UIC is located, and China. Reporting back to his true masters in Beijing.

As an aside, many Chinese students also choose primarily the Sciences as vocations because so many of them speak the English language so poorly. Language is less important in the Sciences where you deal with number theory, experiments, projects, etc. Chinatown in Chicago was a 10 minute spit away from the UIC campus, thus creating a huge pool of Chinese students seeking out their education at UIC.

In our Math Dept. there were large numbers of Chinese graduate students, and it was the same in all of the Science Dept’s, soft and hard. Biology, Statistics, Chemistry, Robotics, Computers, Engineering, Medicine, you name it, the Chinese were studying it, and you better believe many of them were being subsidized in their educations by money from the Chinese gov’t. The enemy within.

I might add that the Sciences were also very attractive to students from the Middle East. Lots of students from Iraq, Iran, Saudi Arabia, etc. Our American Universities are an unwatched and dangerous pot of foreign students who pay the hard cash that Universities love, paying full freight, and also getting grants, loans, and funding at the expense of our own American students. Asians are considered minorities, and they, foreign or otherwise, along with Blacks and Hispanics from the U.S. and any country are given preference over Whites. I know this firsthand.

Too many of our major Universities today are cesspools of liberal ideology and foreign influence from those that do not have U.S. interests in mind. These Universities need to be cleaned out and shaped up big time; I ought to know; I worked amongst the ideological enemy at a large public one for many years.

Flaglady (in #15 above)....... your personal experiences while working for a major university are shocking...and it's almost unbelievable it's still going on in academia.

Thank God that President Trump is beginning to root out all this ongoing subversion....and pray to God that he'll be enabled to finish it up in his next term.

Most Americans are SO unaware of this incredible infiltration by our enemy, China.

Is it possible that IP theft is only “the half of it”?

Could there also be sabotage of research projects/data? Knock us off the trail of a discovery while they advance?
