What is the term and law that prohibits the stopping of cars on the streets as the rioters do?

I realize you are looking for a real answer, but there is No Real Answer to your question. If you are a Thug and part of the Black Thugs matter Club and the victim is white, there is NO LAW to stop you from doing whatever you please, but if you are white and do this to a protected person that is a member of Black Thugs matter, you are going to Prison for a very long time.

The moral of this story is to just Shoot the Bastards.

Stopping a car doesn’t meet the requirements for kidnapping.
It would however, qualify as “Unlawful Restraint”.

In order to convict someone of felony false imprisonment, the prosecution must prove these elements beyond a reasonable doubt:

That the victim was detained, restrained, or confined
That this was done against the victim’s will and without his or her consent
That the offender used violence, menace, fraud, or deceit in order to restrain the victim
That the offender knew that he was detaining, restraining, or confining the victim
