USAJOBs was/is the worst example of an employment website I've ever seen, and it can be manipulated in ways to weed out qualified candidates in favor of a select one or two that the agency really wants to hire. In a word,
cronyism. It is so entrenched in the government hiring process that I doubt it can ever be totally wiped out.
I sincerely hope it can, because folks like me who have been passed over for jobs that I'm totally qualified for, in favor of the boses' pet employment, would benefit from it.

When you see a job open for only 5 days on usajobs, that means someone has been preselected for that job.

Considering most spouses of active duty get hired through USAJOBS (I did a couple of times), the cronyism label fits but that is a promoted feature/benefit that government continues to encourage. So, what to do about that one? Also, if it's not DOD, it's some other agency promoting nepotism through government employment.
My guess is that some centralized expansion is planned/ going to occur and this EO is just part of the foundation to grow/feed the Leviathan further which we do not need.
