VP Pence's abilities and experience are political, not managerial.
FEMA personnel can't possibly have the experience to run optimally this major, vital operation. So Pence and the FEMA head should hire the best talent available in America to carry out the task force assignments.
Possibly hire someone like Tim Cook to oversee everything. He would take a leave of absence from Apple to do this.
Seasoned, experienced teams should be hired in at least these two vital areas. These teams should probably be hired intact from companies such as Apple, Microsoft and 3M.
1. Supply chain/manufacturing team to manage production/procurement on a centralized basis of all testing kits, personal protection equipment (masks, gowns, goggles, etc.), ventilators, and other key products, as required by hospitals.
2. Product distribution team to assess these hospital needs and arrange distribution of these products directly to them.
A third team should be hired to determine needed bed/ICU capacity by location, determine deficiencies in current capacity, and provide the additional capacity. This team probably should be acquired intact from companies experienced as closely as possible with this process, possibly in the retail or manufacturing or warehouse business.
Similarly, a fourth team should be hired to match medical personnel with hospital needs.
What part of statist centralized control do you not understand is horribly bad????

My 2 cents: I have a sense that this whole thing has just been an exercise. We are being psychologically prepped, conditioned to accept the next escalation towards globalization. Meditation is crucial to deprogram what they’ve done and to effectively resist what they’re going to do. (Meditation is for awareness, not nirvana.)

Boy during this virus, some of the vanities have been as sharp and insightful as a 6 minute joe biden video.

VP Pence simply wasn't and isn't up to this huge, very critical task. He stayed with CDC alone for mask production and distribution, when CDC isn't capable of providing anywhere near the quantity of masks required, not to mention the fact that the initial CDC masks were defective. VP Pence stuck with the CDC process that provided masks only through each respective state, and required several days to accomplish, and a very invasive, unpleasant process in obtaining samples. VP Pence continually deflected and dodged when asked at the daily briefings when sufficient tests and masks would be available, which made both him and Trump look bad.
Meanwhile, our brave and patriotic medical personnel have been and are being asked to make do with inadequate PPE and other supplies.
If Cook has a conflict with Pence, don't hire Cook. There are plenty of other top business managers who would do a far better job than VP Pence.
Trump has more than enough talent for this job, but his responsibilities are far broader than this task, so he was right to delegate the job of running full time the task force. Incidentally, I've supported Trump for President since the start of his campaign, and still support him for the terrific job he's done, with the exception of this matter.
Correction to my last post: my references to the initial botched production and distribution should have referred to test kits, not to masks.
