Cops chasing pot smokers find kidnapped man bound in basement of Bronx bodega

A man was found beaten and bound in the basement of a Bronx bodega when two cops who were chasing separate suspects entered the cellar early Wednesday morning, police said.
While they were searching for the suspects in the store, an employee let them into the basement, where they discovered the kidnapped 49-year-old, cops said. The officers freed the man, who then told them he had been kidnapped three days prior by four people on a Bronx street corner, police said.
The victim who sources said has a lengthy arrest record said the four suspects forced him into a car near East 234 Street and White Plains Road in Wakefield at about 7:30 p.m. on Saturday, cops said. They then drove him to the deli, brought him to the basement, beat him and chained him to a pole.

The location shown in the picture is at the intersection of Bussing Ave and Digney Avenue in the Bronx. It is definitely in AOC's 14th Congressional District. I'm not sure if the location at which the gentleman was kidnapped (E. 234th St. and White Plains Road) was within her district, but I think it is.
Surely she could have done something about this, why didn't she?

Googling around the neighborhood, it actually looks pretty nice. Neat homes on very small lots. Bars on windows, but most of the properties are well-maintained, with pretty nice cars parked on the streets.

No more than the word "garage" is intentionally used to influence the English language to adopt French words.
It has a specific meaning in the context of large American cities, particularly in the northeast. You know one when you see it.
