I’ve always figured that the money that even gets to the countries mostly (if not all) goes into the pockets of the various corrupt elites in country.

Oh no, agreeing with you, I think it’s all pay to play, so the receiving entity specifies how much they will kick back to the influencer (harrumph hrc) or is told how much they must kick back, before they get access to the money. And then what happens after the kickbacks? The receiving entity must bribe and reward “their people.” So no, I doubt ANY of the money goes where it’s supposed to go. Or no, I take that back, enough must go to create potemkin villages to show the outside world.

I’ve always said that foreign “aid” is a transfer of money from middle class people in the US to rich people in other countries.
Now in the post-Q era, I would amend that to say that a fair amount of it then comes back to politicians in the US.
