Maybe try applying to Medicare? Whether it’s for a short term or not doesn’t matter. It’s administered state by state, so income levels aren’t the same. And some states require recipients to be working or looking for job.

I have not had healthcare insurance since 2002, when I quit my job and created my own job as an independent contractor... going from a 75K salary to less than $30k annual income.
In that time, I have spent approximately 20-30k on medical related expenses... including a major surgery and LOTS of chiropractic care and dental expenses.
Had I paid for health insurance (family of 4) for that period of time (guestimating) at a conservative $400.00 per month for healthcare premiums (NOT accounting for co-pay or uncovered items), I would have spent approximately $76,800 on insurance premiums alone.
Most healthcare providers offer substantial discounts if you tell them that you are self pay and low income. The biggest discount I got was from a hospital which charged about $5000.00 for a major surgery that they would have charged over 32k for if I were insured. (they gave us a 95% discount)
Regardless, I am certainly not financially well off... but had I attempted to comply, I would have been forced to go bankrupt years ago. If Trump had not won, there would be no hope left for me.
I can only credit God Himself for protecting me thus far...
and can only trust Him going forward.

Hell... it’s not even insurance anyway. That doesn’t even exist. It’s socialized medicine... and the very reason why we cannot even find a good doctor anymore.
As far as the penalty, you get out of it by stating that you couldn’t afford to pay for any. My son’s tax preparer told him how to do that each year of the penalties.
Lets get down to practical definitions:
Medical Insurance. That’s when a company engages in a contract with an individual or group with the cost determined by the health risk and coverage limits. Government health plans are not insurance contracts.
Government health “insurance”. That’s simply a tax payer socialized health care plan. The individual pays some or none of the expense and the government pays the rest. Medicare, Medicare, VA.
Medical care. That’s simply the provision of medical services. It can be paid by the individual, private insurance or combination of the above.
Health care. That’s when someone engages in efforts to maintain their health which sometimes includes medical care. This primarily involves nutrition, exercise, life style. Some people like to conflate health care with medical care in order to confuse the issue.
If we can use these clear definitions, we can avoid being confused by policy-makers that intentionally seek to confuse the public (remember Gruber).
Some foreigners came in for an uninsured procedure at the hospital here. Unfortunately, I came in for the same and was charged double. Found out from the bookkeeping lady. I had to pay the inflated bill. For nothing since the procedure failed.

One actually asked how we had been able to live without health care? I find it hard to believe that we are the only people in the nation who didn’t get in the line to the ovens.
My insurance was cancelled due to Obamacare and I flat out Refuse to pay the Extortion Rates they charge now. You would be Amazed at how CHEAP Health Care really is when YOU PAY!!!
