The United Nations has issued a report in which it states that al-Qaeda's global terror network remains "remarkably resilient" as ISIS quickly heads towards defeat. In some regions, the reports argues, al-Qaeda now poses more of a threat than ISIS.
The report, sent to the UN Security Council, says that AQAP -- al-Qaeda in the Arabian Peninsula, based in Yemen -- has now become the communications hub for the entire organization. "Al-Qaeda affiliates remain the dominant terror threat in some regions, such as Somalia and Yemen, a fact demonstrated by a continuous stream of attacks and foiled operations," the report explains.
Especially in West Africa and South Asia, al Qaeda-linked groups are far more dangerous and powerful than their ISIS counterparts. The latter terror group's afffiliates "currently remain unable to reach a dominant position," per the report.
In Syria, al-Qaeda's local affiliate, al-Nusra Front, "remains one of the strongest and largest Al Qaeda affiliates globally. Its fighters, the report states, are "using threats, violence and material incentives" to incorporate smaller terror groups into al-Nusra itself. Al-Nusra is believed to command somewhere between 7,000 and 11,000 terrorists. Its main base of operations is Idlib province.
It's rather strange that al-Qaeda is not only alive and breathing, but becoming more powerful and dangerous by the day. After all, back in 2008, Barack Obama promised to "crush al-Qaeda." To say that he failed would be an understatement...

ISIS was funded by Obama and the CIA as “moderate rebels.” Once he was out of office they ran out of resources to operate.
The Who N? WTF do they know other than they need more US dollars in their coffers and Trump ain’t too anxious to give them much. Me, I’d send them an eviction notice. Sixty days! And, some would say I’m being generous.

Yes, I know they have differences, but I don’t think there is any doubt that al Qaeda members became at least a part of ISIS, and IMO a majority presence in it.
We didn’t fund ISIS directly, but we did indirectly by funding al Qaeda. We armed them also.
McCain, Clinton, Graham, Obama,... were all on the same team on this.
What a bunch of challenged people. Of course they all seem to hate the U. S., so I wouldn’t put anything past them.

You’re right, they ran out of money. They never had a reliable funding source like the bin Laden network or rich Saudis.
The main reason for ISIS defeat is that they thought they could gather together as a subnational caliphate state and be recognized by other states and attract lots of Muslims.
They became a series of easy targets for our air power and artillery.
Also, their recruits were so radical and emotionally charged that they weren’t very trainable and refused to coordinate across a wide battlefield. Petty infighting and poor logistics kept them no better than a mob.
I think international policy should be to kill as many of these people as possible.
No prisoners.
Al Queda thrives in Idlib Province of Syria, because it has its back up against the safe have of Turkey for resupply, and it is insulated from US airpower by Russian control of the airspace, and insulated from our allied Kurdish ground forces by areas under Turkish or Syrian/Iranian control.
