Russia has started test flying the first new Tupolev Tu-160 Blackjack supersonic strategic bomber. However, this first airframe will primarily be used as a flight sciences test aircraft it is not a fully equipped mission capable strategic bomber. Moreover, this particular airframe was likely assembled from parts that were originally built during the Soviet-era.

Russia knows they cannot match the West in conventional military strength so they are concentrating on serious upgrades to their offensive nuclear weapons delivery systems.
Not a good thing to have a conventionally militarily weak country with overwhelming nuclear capabilities.

Where did you get that idea? Certainly not by looking at Europe.
ICBM’s are probably better for that. But the Russians need more conventional offensive weapons. The B1-ski is a good platform for delivering things like cruise missiles and lots of bombs.
My gut feeling is they don't have a big grave yard of old planes like the United States has, they probably scratch their heads and said, hey lets go down to that old factory down the street that built the ____ and look around in their scrap pile out back behind the factory to find some parts. Just like we Americans might go down to a car junkyard to piece together stuff.

You forgot to mention that Jimmah Cahtah “loaned” the USSR a Cray super computer to help them modernize their manufacturing industries. The Soviets quickly put it to good use modernizing their military weapons systems. Then they refused to give it back.

Why? There is no need to spend the huge amounts on R&D when you can just wait until the US has ironed out most of the kinks and then steal the design.
Back near the end of WWII we had to land a B-29 on their soil. They tore it apart and built an identical copy. It was so identical that all of their production aircraft had a square patch on the fuselage under the pilot's window that was from battle damage on the US plane.
The only thing they couldn't duplicate, even after tearing it apart were the engines. Their's sucked.
