No problem if the cops want to take the dog carcass or if they want to behead it for the vet, whatever. But they cannot force the owner to do it. All the owner is required to do legally is stand aside and not interfere.

It does seem like something they should not have been ALLOWED to do. Suppose the dog DID have rabies, they could have caught it. I suspect they should have taken the entire carcass to the health department. If the family ended up getting a bill that would suck hard, but maybe they could appeal it.
IF your dog bites someone and is not delivered for quarantine as required by the law, or dies before the end of the quarantine period, then the head is submitted for Rabies testing. This is not done to be difficult or mean -— it is done to make sure the person that the dog bit is not exposed to rabies. The same kind of people who intentionally own fighting dogs often don’t vaccinate the dogs either. There are, in fact, rabies positive dogs diagnosed by test every year. Rabies is considered “always” fatal in people who are not properly treated after a bite exposure -— 99.999% of the time. Fighting with the officers enforcing the law to protect the bite victim is foolish and unreasonable.

Those deputies were idiots for the wrong reason.
Rabies is insanely contagious. Nobody should touch that dog in any way shape or form unless they are biologically protected. Seriously, blood, fluids, droplets in the air, just about anything must be regarded as dangerously contaminated.
In this case, get a large trash can and put a double liner in it. Then, while wearing protective gear, pick up the dead dog with a noose pole and drop it in the can.
Before you leave, get a pump sprayer and decontaminate the ground and any visible blood with strong bleach water. This includes the noose pole. If it cannot be cleaned, then it must be burned.
Presuming that the dog bite was unprovoked - if that was my dog, I would have shot it myself.
Cutting up a potentially rabid dog. Sounds like a job for the public health sector.
PETA/PAWS demanding that removing the head will not injure or harm the dog in anyway to cause it distress.
