Unless Ben gets hurt, AGAIN, Tony will see less playing time than he might in Dallas. The rookie, now 2d year starter QB could fall straight on his face in his 2d year. That frequently happens to young QBs who come on the scene and have bang up rookie seasons. Now the league has a full season of tape on him, and can better study him. Especially those teams in his division, Eagles, Skins, etc.
