According to this article by the Journal Sentinel (Milwaukee - Wisconsin), Stein is requesting a "hand count." Apparently the recount can not be accomplished before Dec 13, the deadline for the EC vote. If unable to complete before the EC votes will NOT be counted.

I tend to agree. I’m not a conspiracy nut, but I sense this one is a vast, comprehensive conspiracy crafted by the same people. They are going away easily this time. Better be prepared.

Because of the rush to count votes, very often...absentee ballots are simply skipped...which arrived a couple of days after the vote but having the qualified date on the stamp...could change the numbers. This is one of the issues/problems with the current system. I doubt if it’d be more than a one-percent change in the vote in most states.
I can remember voting as a GI in the 1990s and I didn’t get my ballot until four days before the election. I voted in a hurry and had it in the mailbox by the next day. I assume it was counted but it probably wasn’t in the state’s tally on the next day after the election.

I worked as an asst. Registrar at the polls on voting day - I found that:
1) It is nearly impossible to tamper if there are even just one or two Republicans at the poll.
2) It is incredibly easy to tamper if everyone at the polling place are Democrats.
best way to not need recounts is to have a system that VERY FEW people handle cast ballots or voting machinery BUT are observed by MANY while doing their tasks from start to finish - less likely to have fraud.
Others on FR have commented in observing election workers, I’m gonna look into doing that for future elections.
