Not sure why, but when I try that here, it does (not) map in Clinton.

I believe maybe it keeps track of your history. Maybe. Or else it is handling inquiries from overseas differently.

I don’t use google for much. But it doesn’t map in Hillary for me when I enter as you described.

When I typed in “how to vote”, I didn’t get “Hillary” at all. Even when I added “for” to it, Hillary was not on my list at all.

Maybe it’s IP/location specific. I never got an autofill for either candidate.

No Hillary autofill on my computer. Just an Alabama voter guide at top, other voter guides... How republicans should vote is 3rd... Just explains the process—no advocacy for/against certain candidates.

The auto fills are generated by several things, what you've searched for previously and location.

Pretty soon Google will only auto fill what it wants you to find online once the UN Ministry of Truth is finally fully operational. A new communication medium will probably have to be set up and the FCC (or any other agency that operates for the same purpose) abolished to kill the overextending regulatory oversight.
