Would it not have been better if the school had sent out notices that they were considering marking children with temporary tatoos, and they needed the parent’s permission to do so?
At least, that would seem to be the preferred option, and one which was usually the default modus operandi in years past.

Or, perhaps, she is simply someone who has never heard of such a thing as a 'henna' tatoo.

It should have required a signed permission slip to allow it, not inform the parents that it's happening and if they object to say so.
