Who has the authority to stop Obama?

Who is in authority to arrest our president? (Not meant to be funny or cute) He has violated the constitution over and over again and I firmly believe he could step out onto Pennsylvania Avenue and gun down a random individual and no one but no one would do a thing about it. There must an authority to handle such things yet nothing happens. Where is our rule of law when it comes to the president?

Congress has the authority but not the guts. I'm counting on the calendar and prayer.

After January 20, 2017, if the traitor refused to leave our White House, the rules change. In that unlikely event, someone else may assert the necessary authority.

His power is unlimited. He is America's first dictator without declaring such. Don't see any political force or will to stop him and as far as most Americans they are blind to what has happened to them. Most Americans seem to take their poor economic lives and blind to the regulations that restrict them.

Who? We all do. And I’m ready to go when you are. Under the 10th Amendment, powers reserved to the people, The citizenry has the authority to act when gummint fails. A provisional trial on the steps of SCOTUS is one way we can do it. We need a clear Bill of Particulars which none of the legal geniuses seems capable of scratching together so far. But with that in hand the next step is to organize a summary trial.

It’s how we cleaned up the Pacific Islands after WW II and it can work now.

Considering that the Republican Congress has abrogated their constitutional powers and authority, that leaves the courts. Some judges try.

Those in elective governmental positions who do not oppose the unconstitutional actions are complicit in them.

That's called unresponsive; evading the question.
Let's take three hypotheticals.

Case one: Assuming the president is allowed to go out loose as a pedestrian and just randomly attacks another pedestrian, pummeling her about the head and upper body.

Case 2: Same as Case one, except he shoots her dead with a concealed firearm.

Case 3: The president sneaks out in the middle of the night the way a few presidents are known to have done, and he is discreetly followed by his SS detail and seen handing over an envelope to a member of an the embassy from a hostile Middle East country, containing a USB drive with the complete current plans for the defense of all Military Bases in the U.S., and the security of every U.S. nuclear plant.

What might be the response in each case, and by whom, if there is no written protocol for an event no one has dared to imagine, even hypothetically?

It is taken for granted that the Secret Service Detail cannot attack the president, or do him violence, for any reason, regardless of what the circumstances are.

A president is subject to normal arrest should he “step out onto Pennsylvania Avenue and gun down a random individual”.

For violating the Constitution, I don’t think there’s any arrest. Just impeachment and trial by Congress. An arrest for other felonies could theoretically follow.

This Congress won’t veto clown nominees, impeach an idiot judge, or cut the budget of an out of control agency. This is functionally a dictatorship.
