I guess most people when they think of 'incapacity' they envision somebody laying on a hospital bed in a bed all stroked out and brain dead.

But what if the President has PTSD from the 2014 elections?

Probably 98% of the liberals in Congress and all of the Out House Imans are mentally ill.

Just watch and listen to Reid or Pelosi when they go on tv and whine.

We all feel your pain, since we all have the same one.

But talk of impeachment will remain just talk. Impeachment is probably a sure thing in the House of Representatives, but actual conviction is an impossibility since there have to be at least 13 Democrat Senators (if I’m counting right) who put the country over the party. I’m pretty sure there aren’t more than 3, if even that many.

I miss Democrats like Daniel Patrick Moynihan.

Section 4. Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.[3]

Obama is a psychopath and is oblivious to feeling any remorse for his actions.

He is incapable of feeling what normal people and even what crazy people feel.

A psychopath ignores his conscience.

Obama does everything by his will, and his problem is really with his soul.

A lot of us KNEW he was incompetent oh, say, seven or so years ago. He has proved us to be correct. At least he FEELS he’s doing what he BELIEVES is right. And isn’t that what it’s all about anyway? How he FEELS?

A casual reading of the 25th Amendment seems to indicate that any action to remove a President for inability has to originate in the Executive branch, with either the President or the Vice President.

Of course if Joe Biden got it into his head that this was the only way he could sit in the big chair....

The Twenty-fifth Amendment requires that the Vice President and a majority of Cabinet Secretaries (or other body approved by Congress) decide the President is incapacitated, that group sends a notification to the Speaker of the House and the President pro Temp of the Senate and the Vice President becomes acting President until the President’s incapacity passes.

Don’t hold your breath for Biden and a majority of the Cabinet Secretaries to declare Obama to be incapacitated. I also suggest the concept of Biden as acting President frightens me as much as Obama being President.
