Appears what ever they were doing it was working.....not knowing the details I can’t make any judgment , but harassment sometimes is in the eyes of the beholder. Having been on a team I can attest that slackers are not appreciated!!!
In this case the prosecutor's office is involved, so the school administration doesn't have much leeway to do anything at this point.
Who was bullying whom?

We know that steroids were involved and that the situation is serious enough that nobody wants the details public.

They were sticking their finger in the anuses of the new guys and they sticking their fingers in the guys mouths every-time a senior football member entered the room.
Then-One kid told his Mom-no names.Happened to all the new kids every-time the team made a sound that a senior member entered the room.
