According to a district report, Ms. Vo told her class that if robots were teachers, Ms. Vo would program the robot to shoot the students every time the students didnt pay attention, talked back, or even talked at all. Ms. Vo told her class she would program the robot to zap the students with a Taser if the students failed to complete homework assignments or arrived late to class...

I don't think this is a problem of a teacher threatening students.
I think this is a problem of a teacher threatening the teaching establishment.
Maybe not, but that is my take.

I agree with you. She was probably going nuts from the disrespect and blatant cheating, etc.

Wow...would I be in trouble these days. I used to tell my Freshmen Intro to Econ students that I could end poverty overnight. (At the time, "poverty" was defined as $9600 for a family of four.) The would ask how, and I responded: Get everyone who makes $9600 or less, line them up, and shoot them. Their eyes would go as big a pie plates. After they settled down, I would ask them: How long do you think it would be before the guy making $9601 started bitching that he was the poorest person in the land. From there, we would have a rational discussion of a perfectly even distribution of income and the effects on incentives plus the Utopian societies that tried it (e.g., New Harmony, etc.)
It seems if I did that lecture today, I'd get fired.

Oceanside Unified School District officials investigated complaints that a teacher threatened to have a robot shoot and kill students Uh. I may be the most technology-savy person in the world, but I don't think they created a robot that can shoot and kill students yet . . . .

Sounds like a great idea. Zap one or two and the rest of the students will quickly apply themselves to their studies. OTOH, the students would probably have the robot hacked before the tardy bell rang.
