The Boy Scouts of America will accept openly gay youths starting on New Year’s Day, a historic change that has prompted the BSA to ponder a host of potential complications—ranging from policies on tentmates and showers to whether Scouts can march in gay pride parades.
Yet despite their be-prepared approach, BSA leaders are rooting for the change to be a non-event, comparable to another New Year’s Day in 2000 when widespread fears of digital-clock chaos to start the new millennium proved unfounded.
“My hope is there will be the same effect this Jan. 1 as the Y2K scare,” said Brad Haddock, a BSA national executive board member who chairs the policy implementation committee. “It’s business as usual, nothing happens and we move forward.”
Some churches are dropping their sponsorship of Scout units because of the new policy and some families are switching to a new conservative alternative called Trail Life USA. But massive defections haven’t materialized and most major sponsors, including the Roman Catholic and Mormon churches, are maintaining ties. …

Here’s a question can individual units or regional councils choose to keep the old policy? If not can individual units, regional councils choose to diss associate with the national BSAs?? And has this started to happen anywhere?

As the article stated, the biggest exodus out of BSA, by Christian denomination, so far has been the Southern Baptist Convention. The LDS, UMC, and RCC all are standing with the BSA. I think the 13% loss estimated by BSA National is probably fairly accurate, but it will take several more months for BSA to accumulate and process its annual re-chartering/registration drive. 1. BSA membership, especially in its flagship program, Boy Scout troops (an argument could be made that Cub Scouts is now the flagship program), has been consistently eroding since 1973.
2. White male population is declining. The white population historically has always embraced Scouting more than other ethnic groups.
3. Despite decades of effort, non-white participation in Scouting continues to lag.
4. It seems clear that when BSA announced a few months ago that former Sec-Def Robert Gates would accept a 2-year appointment as BSA National President in May 2014, that BSA is laying the foundation to change the membership rules, again, to accept open homosexual adults as leaders.
Your question has a name for it - "the local option."
The short answer to your question is no.
The progressives were pushing hard for the local option. The new membership standard that was accepted, i.e., open homosexual youth, is unacceptable to them. They will press for full accpetance of open homosexual adult leaders, and get it within 2 years.
Neither one of his parents are gay. But they are divorced. The poor kid never got any attention except from the girls.
