I'm not 100% sure how this would work. What if lots of users go from site A to site B, but very few users go from site B to site A, for example?

Mmmm....not sure I buy that one. First, how can you place every site on the Web next to Google? And secondly, if there were a way to do so, how do you place them all near Google without that mandating that they also be near each other, when the degree of their linkage to one another might indicate that they should be on opposite sides of the graph?
