PhotoScape? I’ve been using it for a couple of years. I don’t a lot of retouching and blatant editing, but it handles albums, sizing, and all the generally accepted photo editing functions.

I like PaintDotNet. It’s a free download that has a lot of capabilities without getting too complicated.

Actually, I was using Gimp a lot during my university days because I could not afford Photoshop. Now I use bittorrent/Pirate Bay to download Photo..er, I mean, Gimp is really good. It saved me a lot.
Try Google’s Picasa. It actually has the Sepia tone you’ll like. I hate suggesting anything Google because it’s in cahoots with the odumbo gubmint’ but it’s wroth a shot. the reason why we like it is because it has a nice front end feature which straightens pictures faster than Photoshop.

Download a trial of photoshop. You can use it for 30 days. Why not use the best...even just for a little while.

Most “Free” programs are worth about what you pay for ‘em, but one that I’ve used for all of my graphics editing for years now is a French product - Photo Filtre.

It is capable of doing things I’m not smart enough to figure out how to do.
It might not be as snazzy at PS but the price is right and it gets the job done for me.

I like Irfanview ... just google the name. It is located everywhere. It will convert your picture from just about any format to any other format. It has been described as the “poor man’s photoshop”.

Photoshopping Obama going out shooting all the time is our specialty. It took me a while to get the basics of Gimp, but I think it's ideal for what you want to do.I learned a lot of Gimp tricks from watching Youtube videos. Here's one in particular that might help:

I'm with you, haven't really mastered the Gimp. Not freeware but I really like PaintShop Pro. There are legacy versions out there and my favorite is 7.04 for capability vs. ease of use and low MIPS requirement. Demo versions everywhere,with ways to extend that demo experience here and there, pretty reliable.
