This sounds like the typical Indiana conservation officer. They will all arrest their own mother.
If this isn't an example of government out of control, I don't know what is. Put the deer down, arrest the people who nursed it back to health. What is the point? The only good news is that one of the "defendants" is a police officer and maybe this experience will cause him to be a little less heavy handed when he is investigating certain "crimes."
Was the deer a wanted fugitive?
Let them prove that the deer wasn't just a squatter. What's next, arresting Canadian geese for loitering to long on golf courses, when they should be migrating?

Last week FOX News had an article about “Overcrimialzation” of society by government. The examples given were of game violations but it’s in everything government touches.
Oregon is now fining hunters $25 for not reporting their hunt results. I’ve been buying sport pack hunting/fishing licenses since I was a kid. Not anymore. $25 fine for forgetting to tell the government I never go turkey hunting?
In fact, it’s world wide. A survey of ports around the world found that 25% of all ship captains had been crimminally charged with something. Glad I retired when I did.

This exact thing happened to a close friend here in NC.
She found an abandoned fawn in a flower bed.
Took it home, fed it for a few days. Called Wildlife.
Wildlife came out to collect it. She asked what would become of the fawn.
The officer told her it would be euthanized.
She offered to take it to a rehab woman she knew. Nope.
She refused to turn over the fawn, He threatened her with jail. She called his supervisor.
The supervisor supposedly straightened out the situation and assured her the fawn would be raised. ( yeah /s)
She turned the fawn over to the officer and told him “next time you;l never hear about any fawn I find”
She has rehab licenses but not the one needed for deer.
And she’s in a position to run across them frequently.
