Where is the minimum wage $1-2 an hour? Manila?

Shocking, isn't it? But it's true. "Because" servers make tips, employers are allowed to pay them less than minimum wage. Because employers, the IRS, pretty much everyone EXPECTS the recipient of their service to PAY THEM the rest!

The idea is that bad servers will receive tips enough to earn them the minimum wage. Decent and good servers will earn more. Except when they serve you, of course, and you rob them so that they have to pay tax on money they did not receive. @sshole.
