This is a strange one and the story doesn’t fill in a lot of blanks (pun). I assume this guy sells his sperm to women with infertile men, or same-sex partners? Or donates it?
Does he give the sperm to a clinic who then uses it to artificially inseminate? Or does he do the deed with these women?
Either way, can’t see what the FDA has to do with it. Perhaps they are afraid that a half-sister/brother combination will be attempted in the decades to come, purely by chance? It is theoretically possible. Do they still require blood tests for marriage?

He’s fathering quite a few kids in the same area who wouldn’t know they share a father and could, potentially, mate. I doubt it’s illegal but it could be a problem later on.

That’s what it sounds like to me. How many inter-city people have eight kids with eight different fathers? How many of these “fathers” have multiple children with multiple women? I guess where the emphasis right now is on sperm banks.
